> al * f THE EVENING STAR: WASHINGTON, D.C., TUESDAY. AUGUST 31. 1886. THE EVENING STAR WASHINGTON: TUESDAY. ‘August 31. 1886. Rossy a Edltor. The Evening 5: 7 has a regular, perman: bona fide daily cireulation more than treble that of any other daily paper pub- and equal to that of ere added Mshed in Washingtor all the other daily pavers ‘When the members of the cabinet began quit- {img Washington for their summer vucations, considerable comment was called forth by the announcement of Secretary Bayard’s intention to remain at his post tor a while longer. The inference drawn by many of his crities was that he was posing as the ideal representative of Jeffersonian simplicity tu the present admin- Astyation, and rebuking by reflection the rest- taking habits of some of his republican prede- cessors. There may have been, however, a more practical reason for his conduct than at first ‘Bppeared. “In ease of the removal of the President trom office, or of his death, resignation or inability to disebarge the powers and duties of the said oifice, the same shall devolve on the Vice Pres!- dent,” says the Constitution of the United States, There being no Vice President, the law enacted by Congress last winter to provide against such contingencies puts Mr. Bayard first in the line of Presidential succession. President Cleveland is in the deptns of the Ad- frondack forest, where he cannot be reached by any ordinary method ot communication, and where it would be difficult even for an ex- perienced guide to find him, if his presence in Washington were suddenly demanded. He 1s Practically as far removed from his seat of office as if he were in mid-ocean. It may, therefore, fairly be questioned whether, in the strict cou- templation of the Jaw, his “inability to dis charge the powers of the sald [Presidential] office” does not now exist, and whether, as a consequence, Thomas F. Bayard is not Presi- dent of the United States pro tempore. Brooklyn rever lets New York carry offall the honors. She caps any scandal her bigger sister can get up. When a few New York alder men got into trouble some years ago, Brooklyn waited tll the air was ciear and then sent her whole common council to jail for contempt of court, The echoes of the Squire-Fiyan uproar have not yet died away on oue side of the East river before three of the supervisors on the other side—mark the increase: three against twol—are served with warrants to appear in police court and answer a charge of conspiracy. Ah! Brooklyu is a live eity. Atone time it was claimed for Washington ‘that she was the first city in the country to re- quire electric wires to be laid underground. That wus several years ago. Meantime, sub- terrauean lines are being lad in New York, and the compauies here are now putting up Digger. uglier, and more dangerous poles than ever before. What is the matter with the Dis- triet Commissioners? Have they really no power in the premises, or are they too inditfer- ent or too timid as at Obio's warlike atmosphere thir: enough again for peaceful people and see through. One of these bloodthirsty editors has been discharged by the court berore which he was haled for bribery, and the other, having proved that the whole trouble was the result of a nightmare of a mistake, hasrelieved himself of the charge of wiliul perjury. But the Halstead-Hawkias duel had not come off, 4t last accounts, so there is still a little sul phurous mist to be cleared up The familiar epigram avout the inflexibili of woman's purpose tells us that “——f she iii, she will, you may depend ont” Miss. Louisa Cash, of Rhea county, Tenn., made a vow to fast ninety days. Until yester- day some persons doubled her ability to carry out her plan, but such doubts no longer exist, She has already fasted seventy days, and {t is now certain that sie will never eat again. She is dead. ————— += _ The ease with which the sea serpent has got through the narrows and up the Hudson river will direct the attention of Conzress afresh to the perlis of delay in providing coast and | Do You Ksow Tue Moxanca SHIRTS? 166 DOZEN purchased by telegraph. ‘The correspondence might be interesting reading, but we thiak the bure facts are much more Interesting to you This is the way it happened: Messrs. George B Ciuett, Bros., & Co., of Troy, New ¥ rk, being among the largest manufac- | turers on the continent, take special orders from deal- ers all over the country to make shirts for them ‘under their own brands. For various reasons numbers of them are never de- livered, the most prominent reason being the finan- cial inability of the parties, developed between the time of order and delivery. THIS LOT, 166 doren, is the result of such accumulations, We | nave been negotiating for these shirts for several days, and now weget them at OUR OWN PRICE, and we propose to give you the benefit of our aagacity. few houses can afford to take such large lots, and the manufacturers do not care to be troubled by the nibbling of ai You s LITTLE FISH, but are willing to submit to a loss in order to close out such accumulations.
