NOYES. ‘The Evening Star has a regular, permanent bena fide daily circulation more than treble that of any other daily paper published in Washington, and equal that of all the other daily papers here added together. = = ——— Although horse-races are supposed to be held Im order to improve the breed, and for other reasons of asimilarly lofty tone, nevertheless, as plain matter of fact, horse-racing {s very tame sport without betting. They are finding that out in New York state where the laws against book-making and pool-selling are, for the moment, strictly enforced. The racing clubs are disconsolate and frankly say that unless they can evade the law in some way every track in the state will goto grass, Emi- nent legal advice has been called 1n, therefore, and a plan has been devised which itis held will defeat the law without breaking it. This Scheme Is described to be somewhat as follows: Premiums are offered for winners—that cer- tainly is legal and proper—and this premium fund “is to be thrown open to general contribu- tion from the public, and, with the authority of the owner of the successful horse, ts to be equally distributed among the contributors in bis behalf and for his horse. have assured the jockey clubs that nobody can object to that, and if any one does, the clubs are going to fignt it out In the courts;—tor the breed Of horses must be improved! a The cicada, or enteen-year locust,” is making terrible havoc throughout this part of the country, and not only the twigs, but the large branches of deciduous trees,and expecially young fruit trees,have been soeflectually killed by the punctures of the forests, orchards and nursertes look as if seorched by fire. All effort to prevent this destructive raid of the countless host seems to have been abandoned as practically hopeless, but a correspondent, who is a florist of many years experience, points out in THE STAR to- day how young fruit trees and valuable or- namental trees and shrubs can be pro- tected from the locust—simply, cheaply and effeatively—by covering them with “mosquito- bar” netting. This netiing can be bought for Jess than five cents per running yard, and can be readily adjusted to the tree or shrub to be protected, in a shape to keep the destroyer ef fectually at bay. The insects have got in a good deal of their destructive work already, but itis probable that a prompt use of this simple “locust bar” may save a good many valuable young fruit treesand ornamental trees and shrubs they have not yet reached. ——_$_— -=____ The Herreshoff yachts have for several years enjoyed a high reputation for speed, and in the “Stiletto” the firm have surpassed their pre- vious triumphs and excelled any record of smooth water travel. It would be too early yet, however, to hail the new boat as the pioneer in a revolution in ship-building. Mr. Herreshotf says of her performance on the Hudson that she made 25 miles an hour and could have made 27. This, reduced to knots or nautical miles, would make her record 21.5 knots with possibilities of nearly two knots better. This speed has never been equaled by sea-gotng vessels, but it has been very nearly 8pproached. The Etruria, for instance, on her last voyage to New York, steamed for three days'at a speed of over 19 knots an hour, and when we consider the conditions, this rate is fally as remarkable as the Stiletto’s burst of Speed on the smooth waters of the Hudson river. But shipbuilders can doubtless study the Herreshoi boat with advantage. A ship making 21.5 knots an hour would go from New York to Queenstown in 5 days and 12 hours. A speed of 19.1 knots will make the voyage in six days, — In Minneapolis the price of a license for a cir cus exhibition is $1,000. This is about the fig- ure at which a license for Washington ought to be fixed. The reasons ordinarily urged in favor of a lower rate are that such shows invariably bring a large number of country people and other strangers to the place of exhibition, the trade of which is thereby greatly increased, so that the money thus brought into the town v@ll more than offset the large amounts carried away by the seductive showman. In the case of Washington, however, these conditions do not exist. Comparatively few people from a distance come here toajtend a circus, and it follows that the vast sums carried away, and which are badly needed for local trade, and in Many eases required to procure the absolute necessaries of life, are almost wholly drawn from the capital and trade of our business men. a The English accuse us of “truckling to the Irish vote,” but we should like to know if the English are not just now themselves paying court to this same vote with acivility that is almost obsequious? Among the conservatives alarge element under lead of Lord Randolph Churebili are in favor of granting to the “home- Tule” party their most extreme demands, while among the liberals Mr. Chamberlain and Sir Charles Dilke have expressed them- selves, since the break up of the ministry, in favor of the same policy of virtual surrender. At this distance it looks very much as if both parties were bidding for Irish votes at any price. If Parnell is shrewd he ought to be abie to turn the crisis to very good advantage. $< A verdict in favor of the defendants in the Parker star route cases in Topeka, Kansas, puts an end toa chapter irthe public annals which sheds no particular luster on the government. ‘The Topeka trials were probably the last of the civil cases against the star routers, and like all the other cases, civil and criminal, came to an unsatistactory end as respects the prosecution. The causes of this uniform failure of justice will attract the attention of future writers. It will be admitted, however, that the prosecutions in- directly did good by exposing and stopping theft and by edveating the public conscience. Professor Proctor is said to be greatly disap- pointed at the small attendance at his course of lectures recently delivered in Kansas City. Nobody but Professor Proctor is likely to be surprised at this result. Kansas City Is a poor lecture town, and Mr. Proctor is an exceedingly hazy and uninteresting lecturer. What he doesn't know in the way of exact Information on the subjects of which he treats would fill a great many large volumes. a Gen. Grant’s Journey to Mount McGregor yesterday did not appear to fatigue him beyond what might have been expected from a trip taken under such conditions, and the patient seemed to derive immediate relief from the pure and cool air of the mountain. But his condition is evidently precarious, and even his physicians and tamtly donot encourage a belief that the sufferer can bear up against disease much longer. Sie, An important literary discovery is announced in the shape of Goethe's private diary for fifty- five years, from 1777 to 1832. Goethe's diary ought by rights to be “ mighty interesting read- ing.” Now that it has come to light it will probably be published, and all that can pe asked for is that the material be judiciously edited. ——_——+ - = ___ The Isere is as deliberate in bringing the statue of liberty to New York as ifshe had not heard that finally the people had waked upand had subscribed most of the money necessary to build a pedestal for it against its arrival.
