A morning cotemporary bas several times urged upon the President the necessity of an extra session, hecause of the fallure of the last Congress to pass a river and harbor bill, a bank- Fupt act, and to provide other legislation which it deemed imperative. There seems to be no cause for special anxlety on the score of the omissions of the late Congress, but there may arise a contingency When an extra session ‘would be desirable. If war is declared between England and Russia this would have a commercial opportunity such as Is seldom presented toa nation. The most of carrying trade is now en- trusted to British bottems, and these veasels, in the event of war, would then sal! under a bellig- erent flag and be subject to the dangers of mearch, seizure and capture by the enemy. American ships, on the contrary, as belonging toa neutral nation, would suffer none of these Fisks or annoyances and could nearly monopo- Ize the Atlantic commerce. But we have no great number of ships. and if we desire to secure the advantage presented, the opportunity must be seized at once. As the law now stands no ‘vessel can fly the American flag if it be foreign duils, so that our citizens could not buy ships ‘abroad und protect them with our flag. We ¢annot butid ships with sufficient rapidity to make them available, and unless some change fy made in the navigation laws the prize will slip from our grasp. Under these cireumstances {t would perhaps be wise for the President to call an extra session of Congress immetiately after the announee- ment of a declaration of war between the two great nations. In addition to sueb modification ofour navigation laws asmay be deemed nec- essary, our position asa neutral nation should be sharply defined so that England and Russia, we are upon friendly terms, ly what to expec $$ ‘The prospects of a peaceful adjustment of the Anglo-Russian difficulty seem to be brighter.
