The Sewerage Bill Passed. Gen. Shelley’s bill to provide for the comptetion of the sewerage system in the District was taken up by the committee of the whole house tls after- noon and agreed to practically without opposition. Mr. Shelley and Mr. Spriggs explained the bill and Mr. Spriggs offered an amendment reported by the District ‘committee upon the recommendation of the District. Commissioners, authorizing the Com- missioners to. bay towards ‘the work half of any Surplus now at thelr disposal. ‘The bill being re- ported to the House was passed. ‘The only amend— ments to the bill are one requiring the District to Pay four per cent interest. ou thelr half of the sum advanced, and that authorizing the Comuntssioners to pay on'the work such surpius at the disposal of the Cominissioners. BILL, TO PROTECT FISH SPAWN. To protect fish in the Potomac river tn the Dis- trict of Columbia and to provide a spawning ground forshad and herring in that river. The bill was passed with the clause giving a portion of the tine to the informer stricken out. ‘The amendment making the provisions of the bill spply to angling Was not agreed to. ‘The blll prohibits for a pert. Of five years all fishing in the Distriet waters of the Potomac except with hook and line, and provides for such offense a fine of from $10 wo $100, togetaer with forfeiture of tackle. ‘THE PRACTICE OF DENTISTRY. Mr. Cox introduced a bill in the House to-day to reguinte the practice of dentistry inthe District, It provides that no one shall practice dentistry in the District without a proper diploma, under pen- ally of afine of not more than $200, oF more Unan 90 days imprisonment. ‘The Police Bill Under Consideration. ‘The House again went into a committee of the whole and took up the District police DIL The bill, which has been published in Tae Stax, pro- vides that no person shall be lcensed to conduct ‘the business of a pawnbroker orkeep a Junk shop or second-hand clothing store, until it be shown, that he or she 1s of good repute, and has executed a bond to the District of Columbia with surety to the satisfaction of the District Commissioners in the sum of $1,000. This arrange- ment was overthrown by the conduct of Jerome J. Elkins and Kerns adv him that he didn’t understand those things; that he had better pay Hinds to save trouble, us Hinds could get up an Investigation and brake him uP, ‘unless he got the money he demanded. Witness still refused and Hinds Kept up the war and finally “ground witness out very fine.” His contract was annulled and the route was turned over to the bondsmen at the original price of $13,200. They wouldn't perform the service, While Witness had the route he performed the service all right, but Hinds had ‘REMARKABLE INFLUENCE AT THE POST OFFICE DEPART. MENT, and the officials seemed to fear him. Finally, when the bondmen offered to perform the service, and when the contract was gbout to be let to the next highest bidder, at $19,000, witness had a talk with Brady and said he wanted to save his money. He told Brady he (witness) had the stock on the route and was willing to take the contract for $18,000. He talked to Brady about the chances of his getting the route expedited, but Brady gave him no satisfaction. Witness got up petltions for expedition, having taken’ the route for $18,000 in ‘the hope of getting expedition; but Hinds kept up the War,and witness was advised that he could never get aiong unless he wed Hinds.
