BUTLER'S CHANOBS FOR THE DEMO- ‘ORATIC NOMINATION GOOD EN MR. HORR’S OPINION. Associate Justice Stanley Matthews, of the United States Supreme bench, and Representative Horr, of ‘Michigan, were seated in a street car, side by side, en route to the Capito. They were exulting over the defeat of the Morrison bill. Off the bench the Jurist gave full scope to his feelings, and he actu- ally chuckled as he spoke of the divided condition of the democratic party. Mr. Horr would describe the futile efforts made'by democrats to heal the factional differences before the vote on the tariff Dill, and would tell how Morrison had snubbed Ran- dali’s messengers. Judge Matthews manttested the keenest reUsh for everything tending to show dein- octatic. weakness, and after a hearty laugh he re- marked that the’ democrats had done all in their power to make republican success next November certain. Mr. Horr was as much delighted as the Supreme judge with the general situation, but he ited, for the sake of “political effect,” that the Tepubljcans were forced to vote almost. solidly tne Morrison Billin order todeteat It He thought that a sop to western republican tani re- form sentiment would have been good policy had the situation permitted t. JUSTICE FIRLD STRONGER NOW THAN FOUR YEARS AG0. ‘The frequent mention of Justice Field in connec- ‘on with thedemocratic presidential nomination was touched upon by Mr. Horr. Justice Matthews hadn’t heard his*brother jurist disouss his chances, Dut was satisfied Field considers himself stronger now than four years ago. Mr. Matthews thought Judge Field’s main strength rested in the fact that he had been non-committal on the tariff. He would, said Mr. Matthews, be acceptable to both tariff ‘reformers and protectionista, for the reason ‘that he had never committed himself to either side of the issue. Mr. Horr thought that the lack of fixed principles was & Very poor recommendation. ‘TILDEN TRIED TO BUY ELECTORAL VOTES. If the committee could feel that there was any chance of passing any Dill for tariff reduction this session, they would re- port this bill. But they are eonvinéed by the action ‘on the Morrison bill that any bil whatsoever which reduced tariff duties would be opposed by the same ‘combined power that struck theenacting clause out of the Morrison bill. Mr. Hewitt, it was reported, thought that the committee should report his bill, If they approve of it, out of courtesy to him, without regard to how tt might be recelved by the House, and ft was even said that if the committee refused to extend to him this courtesy he would resign his seat in the House. Mr. Hewitt, being seen by a Star reporter, dented the fumor Very emphatically, and sald thatit would be very foolish for him to make a personal issue of such a thing. He also denied that he had ever sig- nifiled any intention to retire from public life after this Congress. He said he thought that a man might say he was tired of seeing’ the House fool away its time without the conclusion being jumped tout once that he was going to retire. Tt 1s safe to conclude yiat Mr. Hewitt has not given up all hope of being ‘of some service to his Sountry, and he wil not Fetire from public life just ye Star Houte Contracts Awarded.
