HIS OBJECTION TO THE PAY RESOLUTION. Hanrispura, Pa, Sept. 18—Gov. Pattison to- day vetoed thé concurrent resolution Instructing the appropriations committees of both houses to report the appropriation bill for pay for senators and members up to and including September 101, and toreport no other appropriation bill except for officers and employes. The governor with- held his approval of the resolution on the ground of unconstitutionality, and calling attention to the fact that the law’provides that members of the legislature shall receive ten dollars per diem at each adjourned or special seaston, and that It 13 not within the power of the legislature to dimin- ish that compensation. ‘THE VETO SUSTAINED IN THE SENATE. When the message was received in the senate a vote was taken on the question, “Shall the resolu- tion pass, notwithstanding the veto of the gover- nor?” and resulted, yeas 26, nays 13. As two-thirds of the members of the senate failed to vote in favor of the resolution it was defeated, and the governor’s veto was sustained. Y. Savage, of the New Orleans district. ‘The charges were that Savage had acted in bad faith in issuing his individual receipts in leu of stamps to a number of persons without account- ing for the money. The charges were found to be based upon facts, and the whole amount col- lected was $141. Postmaster Dunn is Of the opinion that Savage had been merely the tool of ex-Collector Pleasant, whom he regarded asthe real culprit. THE SUBJECT UNDER CONSIDERATION BY THE CIVIL 3 SERVICE COMMISSIONERS. ‘The political assessment question, as raised by the publication in Tae Star of the Mahone cir- cular to department employes, is, it 1s stated, a matter of grave consideration by the civil service commissioners. A prominent official who has been much interested in the development and enforcement of the clvil-service law, stated to a Star reporter that any private citizen could pros- ecute under the sections of tne civil-service law making It a penal offense for public oMficials, mem- bers of Congress and others to sotielt polltuical con- tributions as well as the civil service commission ers. “Of course the civil service commissioners can do nothing now,” said the official. *-They cannot Teach out Into'the air. A large number of letters are being recelved from postmasters throughout the country asking when the reduction In po-tage would take effect. In spite of the circulars that have been sent out there does not seem to be a very clear understand- ing of what exactly {3 going to happen on the 1st of October. The department officials think that they will be able to supply all the offices with the new stamp by the time their issue has been deter- mined upon. Of the onc hundred millions appropriated for last year, there would be about thirty-nine millions left in the Treasury. A large number of cases had been examined, but mhny of these had Deen passed over. He would recommend that the force of Clerks in the field be increased, and the office force decreased, making a total reduction in the present foree of about 150 clerks. The estimates for the next fiscal year were re- guested of auditor, assessor, collector of taxes, mmissioner of Washington asylum, coroner, at- torney, inspector of gas and meters, Engin eer Commissioner, major and superintendent of po- Ice, chief engineer fire department, board of school trustees, health officer, general Superinten- dent of telephone and telephone service, commis- sioner of sinking fund, officer in charge of bridges, oMcer in’ charge of aque duct, president of industrial home school, reform school, government hospital for insane, and judge of the Police Court, nearly all of whom have made their returns, and the Commissioners have to-day been getting their material together to be ready to lay their annual estimates before the Secretary of the Treasury for transmittal to Congress. In nearly all of these branches of the local government there will be an inereese, and particularly this is lcoked for in the department of public schools, as the in- crease of pupils more than keeps pace with the increase of school buildings and the facilities for teaching the pupils These matters will engige the atteation of the Commissioners from now until December.
