PROTECTION OF THE District AGAINST CONTA- Gious Disease3.—In regurd to the bark Arlington, belonging to Barbour’s ‘Trinidad ln, it 1s ascer- tained that she was spoken by the pilot boat out- side the capes, and replied all well, so she Was not Tequired to remain in quarantine ‘below. On her arrival here the collector of customs at George- town found that she had no permit, and fn accord- ance with an order which he received from the Secretary of the Treasury on the 80th of August, he notified Health Officer Townshend before per- mitting the entry of the vessel or the discharge of her cargo. The enforcement of this order at Georgetown and Alexandria will insure the pro- tection of the District against the importation of contagious disease by means of the agile vessels that may chance to skip quarantine. AFFAIRS AT ALASKA—DISTRIBUTION OF PRESENTS TO THE INDIANS—UP IN THE ARCTIC REGIONS. ‘The Secretary of the Treasury has recelved a re- port from Capt. M. A. Healy, commanding the revenue steamer Corwin, now cruising tn Alaskan waters, The Corwin arrived among the whaling fleet off Cape Hope, A. T., July 19th. On the erutse from St. Michals, while anchored off the village at Nortuwest cape, 1t was learned that a steamer answering to the description of the Bonito, of San Franefico, had been off the village @ short time before the Corwin’s arrival, and had traded two breech-loading rifles and a supply of cartridges. The Benito, which had a supply of rifles and cartridges for trading pur- poses, had been sent tothe Arctic sea with a sup- ply of coal for the steam whalers. ‘The health of St. Lawrence Island 1s reported good. July 14th the Corwin anchored in Lutke’s harbor, and in the evening the natives from the village of North Head visted the vessel and recetved the portion of the presents sent to them by the Navy department in charge of Ensign Stoney. A sim‘lar distribution. was made the sotlowig diy to the natives at South Head. The Tchucktchees received their presents with apparent indifference, though they were undoubtedly much elated. The Corwin continued her cruise through the Behring’s Straits into the arctie "ocean. The coast Ine was followed and a sharp lookout kept for trading vessels without flading any irregularities, Seventeen vessels of the whaling fleet were found at Point Hope. Three of them were searched, but no unlawful goods were found. The whalers reported a very poor season, Capt. Haly says that owing to the condition of the fee it would be Impossible for the Corwin to so much further up the coast. You will certainly oblige one and probably others of your readers, by kindly answering the following queries in reference to the new postage rates, &€.: 1st. Will the present two cent stamp bo ac- cepted as letter postage equally with the pro- posed new issue? 2d. If not, why not? 3d._ If the present stamp twill pay postage on a letter as well as the new stamp, what was the use of going to the expense of having a new two cent stamp designed and issued? 4th. Was there any good reason why the pres- ent two cent stamp should not suffice for paying letter postage under the new rate, or in other words, was there really any necessity (other than giving somebody a new “fo”) for the designing and Issuing of a new two cent stamp? Sth. Is not the Post Office compelled, or can- not tt be compelled by law, to exchange any and all present issues of postage stamps for the new two cent tssue cent tor cent? 6th. The government will not repudiate any of its issues, and the old two- cent stamp can be used concurrently with the new stamp. i 8d and 4th—In the first place, the design of the new two-cent stamp Was no extra expense to the government, for the reason that under the con- tract with the manufacturers of the stamps they are required to make any new dle or any change in the designs in use without extra expense when required to do so by the government, ‘There were several reasons for making the change in the design of the two-cent stamp. One was tht the head of Washington on the stamp for the letter rate would have been abandoned, Ever since stamps were first issued this has been the design. In 145. the stamp contained the head of Washington.” Then when the rate was reduced in 1851 and 1661 this design was retained. The only exception was In_ 1869, when we had a three-cent stamp with the design of a railroad train. ‘This Was withdrawn in 1870. and the Washington head substituted. When postage was azain reduced, in 1883, the Post Office department sitnply adhered to the old custom and substituted for the head of Jackson on the two-cent stamp that of Washing- ton. ‘The Jackson design has not been abandoned, but has been put on the nelw four-cent stamp. 5th and 6:h—There 1s no law requiring the Post Office department to exchange the Old issue of stamps for the new. The department, however, will make some provision for exchanging the stamps. It is only a question of time. AU present the work of exchanging cannot be undertaken for lick of clerical force. Any of the stamps of the old issue can be used. ‘The three cent stamps,.for instance, can be used to pay the postage on third and fourth-class matter; or when more than one Tate 1s necded a three cent stamp used with a one cent stamp would pay for two rates. Alfred Gaston, of the bark Brittania, before reported wrecked, makes a report, in which he says: “We sailed from Mor.nt Bay, Jamatea, for Montreal. August 10th. On the 18th ult. a storm gét in, lasting until the 21st, and the vessel lost her sala) On the 28th a severe gale carried away portions of the bulwarks: and two sails, ana Seaman Lewis Smith fell from the main yard to the di breaking an arm. The dreaded vicinity of Sable ‘Island :wvas reached on the afternoon of Sunday, the 224 ult., and next morning the vessel struck onasand bar. In the afternoon a westward bound bark approached Close to us, but took no notice of our signal of dis- tress. The succeeding night and day were spont in gre: t danger. the sea ‘becoining turbulent and frequehtly washing over the ship. A CONTRACT FOR ITS CONSTRUCTION AUTHORIZED, New York, Sept. 18.—At a mecting of te stocks holders of the Florida Ship Canal and Traneie company yesterday the board of directors was au- thorized to make a contract for the construction of the canal, the work to be started at the earliest possible day. The eastern terminus of the canal Will be in the vicinity of the mouth of tne St. John’s river, and the ‘canal will run across the peninsula at ius narrowest point. BUSINESS SUSPENDED IN GUAYMAS AND PEOPLE FLEEING BY HUNDREDS. It 1s now clearly established that the disease raging in Guaymas, Mexico, 1s yellow fever. All who can are Mecing the city. Twelve members of a lately arrived opera troupe have died. Eighteen deaths were reported Sunday, and there were Many others not reported. The streets are almost deserted, the only sounds heard being the rum- bling of the dead cart. A party of twelve Ameri- cans, who had fled from Guaymas, arrived in Sam Francisco Sunday night. They sald the people were leaving the city by hundreds. There was hardly a house but contained some victim of yele low fever. The authorities had given over the work of buryinz the dead to hired ioétans, who went from house to house carrying the bodies ot those they supposed to be dead or dying. The bodies were buried so rapidly that mistakes were made and many were put underground while | living. The whole city was panic stricken, stores all closet.
