WHEN TO PLANT FLOWER SEED. Mr. Prince having asked what flower seed could be sowed now, Mr. Saul answered that double zinnias would do well. He had not ye* planted his dalllas, but would do so soon, and they would thrive till frost. Mr. Clarke said that many seed were wasted by planting them too early, while the ground was chilfy, and if they came up at all the plants would be sickly and puny. Mr. Saul, in answer to a question, sald the sweet pea should be planted very early or late much as potatoes are. They should put them in in March for an early crop, and about July 1st for the late crop. Mr. Clarke said that the common mistake was to Sew Seed too deep—so deep that they could not Teach the surface: Mr. Saul remarked that many Seeds were sown in spring when if they were put in the ground in the fall, they would in the spring take an early start. Mr. Curtis observed that _nature’s law 1s a good one to follow. She drops her seed on the ground. Mr. T. W. Fowler spoke of a magnificent gloxinia, stating that two years ago he bought a Paper of’ seed and ratsea 75 plants, with enough seed to sow a farm. He noted that an insect attacked them and gave him some trouble. THE INSECTS. Mr. Saul sald that tobacco stems under the pots ‘would keep the insects away. Mr. Fowler gafd that Mr. Howlett had informed him that by steaming tobacco stems in a kettle and letting the steam in among the plants the evil could be remedied, but he was not sure but the steam would injure’ the orchids, ‘What will prevent and remove siugs from rose Plants?” was asked. Mr. Saul recommended a solution of whale oll soap, with which to syringe the plants, would kill all insects. Mr. Saul said he had heard of this plan but had not tried tt. Mr. Fowler sald he had and killed his plant. Mr. Clark remarked that he kept caterpillars down by using flour of sulphur. Mr. Fowler sald the sparrow would keep them down. A WOMAN AND THREE CHILDREN IN THIS CITY. ‘The four “assisted” emigrants trom Ireland— & woman an4 three children—who arrived at the B.& P.depot on Tuesday morning, were tem- porarily cared for by Captain Servis, who sup- plied them meals from his restaurant till last evening, when Captain E. OM. Condon and Mrs. D. C. Cahill, of the Clan-na-Gael Association, took charge of ‘them and placed them at Patrick Moore's honse, opposite the depot. THE GRAND JURY IGNORE THE CHARGE AGAINST BETTIE RADCLIFF—QUESTION 4S TO THE OWNER- SHIP OF THE MONEY. The grand jury yesterday ignored the charge against Bettie Radcliff, for grand larceny of $2 500 from Annie Wilson, of 10th street, and an order was made for the restoration of the property to Mrs. Wilson. The order being presented to Prop- erty Clerk Sylvester, he refused to give the money up, claiming that there was some question as to its ownership. ‘This morning as soon as the Criminal Court was opened, Judge Wylie said that he had been called on by Mr. Sylvester, who had explained that the identity of the money had not been established. The court would, therefore, now rescind the order. District Attorney Corkhill said the grand jury, in examining the case, were in doubts whether It as larceny, for the girl was in possession of the money, so they ignored the charge. He under- ‘stood that the girl had withheld any confession for her own protection, but was willing to come in and stale what she did with the money. RECOGNIZED AT POLICE HEADQUARTERS AS “NED TILLY,” FORMERLY AN AWNING-MAKER IN THIS CITY. Detective James F. Ryan, of the Baltimore and Ohio railroad, and Mr. John Garner, a clerk in the employ of the company, about 10:15 o’clock last nig! Cs an alleged confidence man, who gave his name as Serer Martin. The detective stated that the man had in his posession two bogus checks for $1,500 and $1,600; last Mon- day the prisoner and two other men were caught in the act of trying te play the confidence game on some passengers, and when pressed by the offi- cers they jumped off the train at the Relay hous walle tt'was running at the rate of twenty mil an hour; that they are well dressed and respecta- ble looking, and getting into conversation with Passengers on the train, take outa check to pay some imaginery Dill, and of course they can’t get their checks cashed, and then borrow money from & passenger, if they can, and auletly leave the train, When arrested the officers stated that the pris- oner tried to bribe them by offering them $70 and his watch. Kelly took the prisoner to police head- quarters this morning, Where he was recognized as Edward Lilly, who some fifteen years ago kept & shop here for the manufacture of awnings, which he used to make to order. He was familiarly known as “Ned Lilly.” He left here some fifteen Years ago and nothing has been herd of him since until now. It 1s stated that he and hts two confederates have been practicing confidence games in Baltimore, where they are wanted to answer. The police in that city have been notl- fed of his arrest, and it 1s probable Lilly will be returned there. . BATL FIXED AT $3,000. Prosecuting Attorney Moore in the Police Court this morning called Judge Snell’s attention to the charge agatnst the prisoner. He stated that there would be a warrant sworn out against a man named Lilly, who 1s charged, among other things, with forging a check for $1,500. He said he Is one of three men who are charged with operating on trains, and getting sums of money ranging trom $5 to $300 from passengers by means of forged checks. One of the checks found on him is a tore gery on a bank at Winche:ter, and another on a ank at Cumberland.
