4 THE EVENING STAR. Seeour Sure: WASHINGTON shapes soemet a CROSBY 8. NOYES... = ‘be Evening Star has a regular. perwanent fomn fiae daily circulation more thar trevie any other daily naper published in Washington. and eauai te that of all ine etner daily papers here ndded*together. ‘Tax S1ax office is connected with the Telephone Ex- «lange. Advertisements, orders for the paper by mai € otherwise. news. or sny information or business ‘Tum Sran will be sent by mat!, post paid, to those Jesving the city during the summer for any length of time, and the address change’ as often as desired. Subscription, fifty cents per mouth, POSITIVELY 18 AVANCE. ‘The statistical article by Dr. J. M. Toner in Tas Svar to-day, giving the long Ust of residents of this District who have attained exceptional long- evity, 1s of current interest and Importance, and also deserves preservation for future reference and comparison. The agreeable fact 1s established by this earefully-prepared article, that despite all the talk about the unhealthfulness of Washington, the conditions favorable to long life exist here to an Unusual extent. The list contains the names of 1,652 persons returned by the last census as resid- ing in the District of Columbia June Ist, 1830, of 75 years of age and over, out of a population of 177,624 In this number there are 1,007 whites—males 398, females 609; Diacks, 599—males 164, females #75; and mulattos, 103—males 26, females 80. ‘The curious fact ts here developed that in both the white and colored lists thenumber of aged femates greatiy preponderates. In the colored list the proportion of aged females to males 1s about three to one, The enumeration by divisions of territory af- fords an opportunity for comparison as to the lon- gevity conditions in different parts of the city and county. Altogether, the showing {3 most satisfactory and encouraging. When the Potomac flats have been Feciatmed and a few minor nuisances abated, and a fall supply of Potomac water secured to clean and purity the city, there 1s no telling to what Proportions the list of old inhabitants will swell —_—_—_<ee—____ The consolfiation of Internal revenue districts, making a marked reduction in the cost of collect- ing the reyerfies, has met with untversal com- mendation. This saving has been effected with- Out endangering in any respect the ef ‘the service. Now that the administration ha hand in It might take hold of the customs dis- | tricts and put them thro course of consolida- tion, with benefit to the tax-payers. There are customs districts in which the receipts are merely nominal; so trifling in fict as to make It surpris- ing that they have been malntained so long. These districts, reporting an annual collection of but a few dollars, have each a collector and several sub- Ordinates receiving salaries that they do not earn, Decause there is really nothing for them to do. Several attempts have been made to rid the coun- try of the expense of matntafning a custom house and customs oficers at ports where nothing ts ever imported, and where, in some cases, all the sur- Foundings preclude the possibility of Importation. ‘The efforts hitherto to get rid of such u-eless dis- triets have been defeated by political 1nfluence, anithatalone. The present administration has sliown that it 1s superior to such influence where the public interest is at stake, and more commen- ation can be deserved and won by treating the customs districts as the revenue districts have Deen served. ——_—__<+______ If the English government plants ttself upon the Gefense of assisted fmmigration accredited to some Of Its representatives, the American people will Fegard It as adding insult to injury. ‘These repre- gentatives, according to newspaper reports, maln- tain that the poor Irish sent over here are not Paupers ina legal sense; that under the English Jaw a0 person who possesses flve pounds sterling 48 ap super, and that the British government takes care to see that each assisted imml- n that amount of money before em- would seem to demonstrate that vernment has deliberately engaged 4m the work of shipping its paupers to America. It ts, however, only fair, as yet, to suppose th it he higher English authorities are ignorant of the ‘Wholesale clearing out of poorhouses by its Irish agents and the deportation of the inmates to Awerica. That work has, probably, been done by Over-zealous agents, and It {s to be hoped will be ve; udiated and corrected by the government. —_—__-e-__ ‘The Towa republican convention declared for Protection, but tt made prohibition the main issue of the coming campaign. The platform adopted Plants the party squarely upon the prohib- {tory policy. ‘The election at which the con- | siitutional amendment prohibiting the manu- | facture and sale of intoxicating liquor in the state | ‘Was adopted, was really non-partisan, there being | Bo other Issue In the contest. Now, for the first time, the Mquor question enters actively into a Political campaign. The republicans will un- Goubtediy lose the support of the Germans and of such Uiquor—dealers us have In the past acted with them. It remains to be scen whether the demo- €rats who voted for the probipitory amendment @ubdsequently declared invaltd by the courts) will Stand by the uperance principles or forsake them for ons. — <= The New York commi-sioners of immtgrati Rave been Inquiring Into the condition and char- acter of a d Immigrants arriving at that port, d the facts brought to light show conclusively thot British agentsin Irelond are engaged tn Shipping the tnmates of Irish workhouses to this country. Whether h oflctals connive at this unfair inetho: at government @f a burden that ¢ Tation of honor andhunanity would re: lish people to lish ference a3 nia, the governor ublican party of that state 45 practica ‘ net in hare mony here; re was no it was kS the les- heeded. It does look a | Utile 45 if the factions were coming together tn Pennsylvanta. In New York the stalwarts and half breeds are still “at outs,” thouzh the beads of the party are making inboriows efforts to har- monize the factions in season for the campaign of 1834. ‘The plan of the lowa proht Publican state convention of requiring a candiunte | for supreme Judge to pledge himself beforehand to @ecide an important question in a presertbed way | Would certainly lead to very unforiunite conse- quences if generally adopted. The proufbittonists Openly insist that the nominee for the vacancy In | the supreme court shail agree to a reversal of the | late decision against the constitutional amend- ment forbidding the manufacture or gale of liquor Within the state. The popular theory and the one in keeping with our form of government is that | the judiciary shall be left untramuneled by poll- Ucal or other obligations. ee ‘The Scott law, now In full force an’ effect In ‘Olio, imposes an annual tux of $100 on the sale of beer and wine only, and of $200 1f spirituous liquors also are sold. The revenue dertved from this tax and such fines and penalties as are imposed under MH, ts divided—one-fourth to the county poor fund and the re ‘ag three-fourths equally between the police and the general funds. This certainty eannot be called an excessive tax, nor does the law possess any features that can justly be ealled “sumptuary,” as it does not undertake to abridge Personal lberty tn’ any respect. It probiblis the Sale of intoxi liquors to minors, a provision that every proper I law contains. — <-- -— ‘The car ot Russia suppresses acwspapers for the publication of anything offensive to his majesty; but the president of Bolivia has the ars of the offending editor bored. That tllus- trates the difference between autocratic and “tree” government ———_++--_____ ‘The Dit Investigation 1s developing a wonder- ful crogs-firing of swearing. No matter how flat- focted anything may be sworn toon one side, the Other side will proftuce witnesses to swear it isn’t 80.
