The annual report of the commisstoner and in- tendantof the Washington asylum for the yearend- ing June30,1882,has been submitted to the Commis- sioners. The intendant states that the fitting up of one of the magazine bulldings, mention of which was made in last year’s TepOrs has been finished, and it makes one of the best wards in the city’ being 100 feet long and 48 feet wide, with 14-foot celling. ‘This ward 1s occupied by the colored male paupers There is around the building an acre of good ground on which the old colored men paupers are allowed to raise such vegetables as are proper for their own use. ‘They are also permitted to ish from the magazine wharf, where they take fish enough to make some addition to their fare, This recreation, the privi- lege of making their garden and using tts products and the comfortable quarters they occupy, have added much to the health, happiness and’ com- fort of these unfortunate people. There 1s one other magazine bullding of the same dimensions which, at an expense of $500, could be fltted up and furnished for the occupancy: of such colored boys as are now kept in the work- house. This, with the detail of a competent male tsucher from the public schools to care for and instruct e boys in the ru- diments of learning, is a matter of im- rtance. In this connection he quotes from ‘he last report of his predecessor, who had given this matter much intelligent thought, recom- mending that a house of refuge or reformation be established, in connection with the asylum, for colored boys who are sentenced to the workhouse for petty offenses, and whose enforced association ‘with the lowest class of criminals soon make them members of our idly increasing criminal class, Ae eet ene outlay the nes mine yuildings of army and navy magazines be utilized for this purpose. a with his lecessor The tntendant di relating to his recommending that the judge of the Police Court be empowered to lengthen the» terms of servitude of these boys in such reforma- tory until they are 21 years old, rapid Increase of the inmates, expense earnestly urges the separation tnt keerite Criss earnestly urges the se} jon and keeping class from the influence of the older criminals of the workhouse.
