Dona fae dotty cirentation more than treme that of any other daiiv paper published in Washington. and coxa! to that all the pers here added teether. THE STAR office is cv henge. Advertixemen 120 ctherwise, news, or fan be sent day or nicht, free of charse. Persons leaving the city for the summer ean have THE F TAP mailed to their address, postpaid, and changed as ‘Sften 2s cesireu, for Hfty cents @ month, invariably in aavance. nected with the Te orders for the paper by mail any information or business phone Ex- Complaint Is made In nearly all the clttes of the country that there 1s not nearly room enough in their several public school butidings for the pupils Who are »pplying for seats this fail, When the large sums annually collected as building funds @re spent in constructing a number of smaller, cheaper and safer school houses, instead of a few tall, expensive and showy death-traps. as now, Buch complaints will not be so frequent. Enough Money is collected and expended tn the United States to furnish comfortable school accommoda- tions and a practical education for every child in the land, & properly and economically used. As things go now, however, t 1s mainly squandered In the interest of the few, and those for whom free Schools were devised and established get the least Denefit from them. A reform tn the public school ‘Dusiness should be the next thing in order. —<e>—_____ ‘The narrow escape from a collision, or rather from one train running-into another, at Spuy- ten Duyvil, on the Hudson River rafiroad, last Saturday, recalls the fact that the terrible disas- ter at precisery the same spot last winter has passed entirely out of mind without any of the Persons responsible for it having been called to @ecount for thelr criminal carelessness on that Oecasion. Even the brakeman whose guilty negll- gence was clearly shown, and who ran away for fear of being lynched therefor, has never been Drought into court, nor has there been any steps taken elther by the courts or by the rallway com- Pany itself which will prevent a recurrence of the Same sort of calamity any day in-the week when train happens to be delayed for afew moments ator near the scene of last winter's sacrifice to ‘Mr. Vanderbilt's greed. It is evident that, by the istribution of free passes or by some other equally Gemoralizing agency, that gentleman is stronger ‘than the state Itselt. ee ‘The statement published In Tue Star’s special @ispatches from Saratoga last Saturday to the effect that Gor. Cornell is sul quite strong with the people of the state of New York, in spite of the bitter fight made upon him by certain inter- ests in the city, probably surprised a good Many readers. They have doubtless been led to ‘think, from the tone of some of the papers, that hhe had lost cast everywhere, and no longer has any following. A careful study of the case will Show, however, that good reasons exist for the Opinion entertained by our correspondent In the first place, Gov. Corneil has given the state a Clean administration. No charges of public cor- Fuption have been made against him, and no scandal s touching the manner in which he has discharged his official duties. The ouly op- Position to him on that ground has arisen because Of his refusal to do certain improper things that ‘were demanded, and not on account of any Wrongful things actually done. The charge of Dad faith to Mr. Gould in certain private transac- tions are not likely to hurt him at all inthe country, and, if proven, they would not damage im very badly even in the city. All that Is alleged against hii in that direction ts a practice Which fs not uncommon nor regarded as very hefnous in Wall street. Mr. Gould 1s understood to be an adept in that line himself, indeed; and Whe has been beaten at his own game the Public generally will not be very sorry for his Misfortune, nor 1 to be very severe on his Successful adversary on that account. In facts &g00l many people can be found,—though, per- haps, not enough to nominate and re-elect Mr- Corneil,—who think that a man who Is able to Over-reach Mr. Gould In a stock transaction 1s a Pretty good man for governor. —_—_—_<+e>—__ Solicitor Raynor's recent opinion, that it ts no Part of the duty of custom-house officials to en- force the penalty of the law prohibiting the carry- Ang of an excess of passengers on steam vessels, May be a strict and sound construction of the Wehnical language of the statute on the subject; Dut the peopie of the country will hardly agree with im that “public policy ts opposed” to such action On the part of those officers. ‘They are, the Solicl- tar admits, bound to withhold a license from a Vessel carrying more ers than the law al- Jows; and if it is their duty to prevent a violation Of its provisions, it would seem to be equally thetr Proper province, if not an imperative obligation, ‘bo see to the enforcement of the penalties incurred by such violation after a Meense had been granted and abused. At any rate, tt is difficult to see how @ little activity in that direction on their part ould work any disadvantage to public interests. At ought to be somebody's business to move in the Matter; and If the law on the subject ts defective it ts hardly asking too much to expect the Treas- ury Department to plainly point out that fact, and take the requisite steps to provide the neces- sary remedy. <-> —___ ‘The Suitan has finaliy so far waked up to the Arabl Pasha a rebel against the Khedive. The rest of the World, and especially the people of England, havi Deen suspecting there was something; wroug about Arabi for some time past. = ae ‘The announcement by one of the surzeons en- Saged tn the oficial examination of Guiteaw’s Drain that the report of the experts on the subject 4s going to be unanimous will doubtless take the World by surprise. and it must tend, also, to shake popular faith in the value of sctentitic exploita- tions. There must be something wrong some ‘Where when the doctors are willing to agres on a Matter affording so many nice points for differ- ences of opinion. “Do we «le do we dream Are things what they seem! ss ‘The dig orga feature of Boston, and which not a great while ZO Was One of the prime a Deen sold, and ts shortly to be transferred toa Western city. Boston will hardly seem to be Bos- ton any longer without the big organ in Music Hall, and one would think her people generally ‘Woult b> 30 ioth to let it go that they would omit Bo effort to keep it there. a ‘The bookstores and news stands of Philadelphia are up in arms because the great dry goods dealer Of that city is allowed or enabled to retall Harper's Magazine and The Century tor B cents, whereas the regular trade price is 35 cents, and they threaten, unless that sort of scalping ts prevented, Ww take and keep those publications from thelr Counters hereafter. How the contest will end cannot be foretold; but 01 everywhere, if their publishers were so disposed. ‘They are sold for that price In England and on the Continent, and there would seem to be no good Feason wiiy they connot be furnished for the same sur here. which for many years has been a tractions of the Hub, has thing ts certain: The Magazines tn question can be retailed for 3 cents T HE VOICE OF A MECHANICAL EXPERT.
