Various military organizations from different States, especially from the south, will unite with the Maryland National Guard in the parade. A ‘The District im Congress. ‘THE RIVER FRONT IMPROVEMENT BILL. ‘The plan now contemplated by the Senate com. mittee on improvement of the river front at Wash- Angton 1s to offer the bill for the reclamaticn of the Potomac flats as an amendment to the river and harbor Dill. This is regarded as the safest and surest course in order to get the appropriation made at this session of Congress, a8 a separate bill would not probably be reached In the House, even shoutd it pass the Senate. Five of the mem- bers of the river front committee, viz: Messrs. Ransom, Jones of Nev., Conger, Kellogg and Vest, are members of the ‘committee on commerce, which will, in the regular order of business, have control of'the river and harbor bil ‘The two members of the river front committee who are not members of the commerce committee—Messrs. Gorman and Cameron of Pa.—heartfly concur in the proposed plan, and recommend it as the one most ilkely to procure this much-needed appropri ation at the present session.
