When, therefore Congress, in 1801, conferred upon the court of the District jurisdicuion to try all crimes and offences coramitted within the District 1t gave Jurisdiction to try the murder of which the pris- oner has been found guilty, * * * — It occurs to me, therefore, aftera very careful sideration of the question, that the Criminal Court of the District had jurisdiction to try the case of Guiteau, and that ‘a habeas corpus for his dis- charge ought not to be allowed. The experts who have been examining the $1,000 bond plate went to New York Saturday night, taking with them a plece of the metal to make some experiments with. The committee of experts w! have examined the plate, consists of Homer Leay president of the engraving company of that name of New York; Mr. Mile, tie principal teller at the sub-treasury'in New York, and the superintendent of @ lithographic establishment in New York, Whose name cannot be learned. ‘They have come pleted their examination, and it 16 understood hat they reached the conclusion that the plate 1s not original but an excellent counterfeit. ‘There never was any doubt that part of the plate was counterfelt, but Secretary Folger ts not entirely satisfied as to the dies being counterfeit. The witness was examined at some length to show there had been no increase In pop- ulation on the route, ard that in some places the population had since 1878. The witness identified three petitions as being signed by per- sons on the route. On one of the petitions he re- nized but three names as those of persons living on the route. When he made one trip weekly, in 60 hours time, he employed two men and six horses.
