In fact, Mr. Blount dis- Unctly so declared, for he said, in accepting the Hewitt substitute, that it expressed the “same idea.” In the hurry of drafting during the dis- ¢ussion or by some sort of oversight, no doubt, the Hewitt substitute, instead of expressing the “same idex” as that of the Blount amendment and the idea and principle advocated by the supporters ot that amendment, fastened the entire cost of the Projected extension of the water works upon the District. That substitute provides that the ecst Of the proposed improvement shall be annually | computed and stated by the U.S. Treasurer and charged toa capital account, and that interest at 865 per cent shall be included tn the District tax levy until the same (the capital account) shall Mnally be extinguished. It is clear that this smposes the whole cost upon the District, and cer- tainly there are no members of Congress who In- tend that the government shail get its supply of Water at the expense of the District.
