The city of New Orleans, in pur. Suance of authority from the state legislature, issued bonds and sold them. This was prior to the rebellion. In 1876, the legislature repudiated these bonds by probibiting the city of New Oricans from levying taxes to pay the interest thereon, and since that time the city authorities have treated the bonds as if they had no legal existence. Holders of the bonds brought sult to compel the payment of Interest, but the state courts, under the act of repudiation, decided against them The case was appealed to the U.S. Supreme Court, which has declared that the act of repudiation was null and void. The court hela that the act of the lezistature authorizing the fesuxnce of the bonds was virtually a con- tract between the state and the holders of the Donds, and that under the provision of the Constitution, prohibiting a state from passing a law which impairs a contract, the act of 1876, Fepuiiating the bonds, was invalid. This decision cannet but have a whole- some effect, especially in those states where the spirit of repudiation fs rife. It seems to have been assumed that the President would approve a bill limiting ‘the suspension of immigration to ten years, and ‘upon this assumption the House has acted. It appears that the President has, with char. acteristic reticence, kept his purposes with regard to the approval of an anti-Chinese bill to himself. —___ «++ It is very evident that the republican party in- tends to conduct the coming congressional cam- ‘Paign im the southern states upon the principle, or Father policy, of divide and conquer. The action of the republican national committee, at tts con- ference last Saturday, though informal, will, no @oubt, be just as effective in determining the course of the party in the south as if it had been formal and official. It will be all the more effec- tive because it accords with the views of those who ‘Will have the management of the congressional canvass. The object of the republicans in this movement ts probably twofold. In the first place, ‘by fostering dissensions in the democratic party wouth they increase their chances of making con. ressional gains from that section; and in the sec- ond piace, they weaken the hold of democracy ‘pon those states for the next presidential contest. Given a fair prospect of success and there are ‘ambitious men in many of the southern congres- sional districts who will make the race for Con- ress as independents.
