ABILT “FOR THE RELIEF OF ALFRED RICHARDS,” has been received by the District commissioners from the Senate committee on the District of Co- lumbia, for their explanation and approval. It will be remembered that Mr. Richards was the surety for James G. Naylor, the lowest bidder for the erection of the Peabody school building on Capitol Hill, near Stanton square, and that Naylor failing to build, Mr. Richards as surety, undertook the work, and owing to delay on the part of the District authorities, and without fault on his part, as he states, a sudden advance in the price of building matertal caused a loss of $8,403.34, for which sum he asks Congress to make an appropriation tor his relief. 10. bu ory General Foreigh News.
