The following letter explains Itself: a} “Mesars. Reginald Fendall, F. B. McGuire, Lewis J. Davis—Gentiemen: The Commissioners | of the District of Columbia, to whom was en- trusted the disbursement of the funds collected for the relief of the under a resolution dat the Willard Hall meeting in January have notified the undersigned that their | accounts of receipts and expenditures are ready | for examination, and have requested the ap- pointment of a committee of citizens for that purpose. You have been selected as gentlemen who, it is believed, will be willing to give a part of your time to the public to perform this service. | ou will be able to make the requisite bled and the result in such form as may be published in the newspapers. We are, | | gentlemen, with much respect, your obedient servants, (Signed,) ] A. B. Hacyer, Chairman. | Groner A. Baker; Secretary. June 35, 1881. REPORT OP TRE RXAMINING COMMITTES. | | _ The above-named gentlemen accepted the ap- | egies and report that they have examined the statement and vouchers submitted by the Commissioners through their agent, the chief of police, and find from the same “thot the sum of | $11,751.33 was received, and that the sum of | 211,751.83, or 50 cents in excess of receipts, was expended in a most efficient and satisfactory manner. They also tind that in addition to the | cash receipts a considerable quantity of supplies in the form of food, fuel, clothing aud bedding, | was contributed and distributed. As this fund and the other contributions were the sponta- | | neous expressions of sympathy with and desire | to relieve the sufferings of the poor ut mpropared | for the trials of a severe winter, and as good | was accomplished to an extent disproportionate | | to the facilities afforded those managing the | contributions, upwards of 6,000 families having | been relieved, we deem it a matter of some | interest to refer to the admirable method adopt- | ed by the Commissioners in distributing relief | over’a large field, and to the relative demands | made by the necessities in the future. Major Brock, the chief of police, directed his men to examine into the wants of the poor in their re- spective precincts, and wy pee reporting the ne- cessities of the individual, an order, signed by the lieutenant of the precinct, was’ given for whatever was most needed in ‘the special case, -| which order was supplied by the merchant to | | whom it was presented and returned to the lieu- | |'tenant who issued it; he tested it, and it was then paid by’ the chief of police. | By this method every dollar was dedicated to its | mission, and the strictest integrity misused in | | carrying out the trust imposed upon the Com- | missioners. The relative necessities of the poor | | last winter are shown by the following state- | | ment of the expenditures of the fund, aud ma; | furnish a future guide for the charitable who | | may make contribution of articles instead of money. The amount of cash contributed was $11,751.33, which was distributed thua:— | For groceries, $6,087.06; fuel, $5,265.46; boots | and shoes, $142.60; cash in small amounts, | sion; cartage of coke, $80; dry goods and bedding, $46.74; overpaid, 50 cents. ‘In conelu- | sion, we take pleasure in congratulating the charitable upon the sufferings they relieved by their generous and spontaneous response, and we beg leave to commend Major W. G. Brock, the chief of police; for the admirable method he | adopted, and which, with the ald of his officers and men, he so effectually executed.” | Signed by the ‘committes, Aretie Exploration. CAPTAIN HOOPER’S REPORT OF THE CRUISE OP THE CORWIN—AN OPEN SEASON AT THE POLE. Captain Hooper has_ sent an official report to Secretary Windom, giving a detailed account | of the Voyages of the U.S. revenue steamer Corwin. from May 23, when she sailed from | Ounalaska until her arrival at Plover Bay, | Siberia, where the bark Rainbow was spoken’ | and the first intelligence of the missing whalers, el Mount Wollaston and Vigilant, was gained. | 5 teed Latham,of the Rainbow, heard from the | Indians that a party of seal-hunters had fallen in with two wrecked vessels, (supposed to be | the missing whaiers,) near North Cape, last No- vember. Captain Hooper immediately deter- mined to fit out a land party to follow the coast to the north and west, to investigate this story | and to make inquiries about the Jeannette. He | befieves if misfortune has befallen the vessel her crew wonld endeavor to reach the Asiatic continent, and may now be struggling along the | coast in need of assistance. An interpreter was engaged to accompany the expedition. There was some difficulty in getting dogs and sleds. | | At Diomedes, however, Captain Hooper suc- | ceeded in buying nineteen dogs and two sleds, | and at Tapkun he secured another team and | hired adriver. Ali the bays were full of ice, thrown up in plaees to a height of thirty or forty feet. The ice sheet formed by direct freez- ing was found to be vi lignt, and not over four feet in thickness. ie natives at every point report the past winter as —> been very mild. Before reaching Plover Bay the Corwin had a hard tussle with the ice-floes, and lost her rudder. Fortunately it was hauled on deck andrefitted. The exploring party was landed at Kolutchin Island, and consisted of Third Lieut. Reynolds, one seaman and two Tehukt- chis.
