THE EVENING STAR. | WASHINGTON MONDAY -JULY 4, 1881 CROSBY %. NOYES......Editers The Evening Star has a reguiar, perma: ment, bonr fide dally circulation more than treble that of any other daily paper pub- Ushed in Washington, and equal to that of all the other daily papers here aided together. Tux Sraz offce is connected with the Telephone Exchange. Advertisemen’s, orders for the paper by mail and otherwise, news, or any informstioa or business can be sent day or night, free of charge. ee Persons leaving the city for the summer can have ‘THE 81a mailed to them, postpaid, for fifty cents per month, and the address changed as often as i His Own Unsupported Act. Howsoever the late deplorable attempt upon President Garfleld’s life may terminate, it ts greatly to the credit of the American people,— as it will gratify those of every civilized coun- tryin the world to know,—that the act was that of a person of unsound mind, without ac- complices or instigators; that it had no con- nection Hear or remote with political or per- sonal affairs; and that no other significance can justly be attached to it than would be assigned to any other mad freak of a semi- lunatic. It is rare, to be sure, that an insane impulse Is productive of such momen- tous results, but that circumstance does not alter the facts in the case. The attempt made in some quarters to snow a conspiracy of some Kindor to connect any section of a political party or group of individuals with the dreadful affair ts as foolish as it ts cruel and 111 advised. The more the matter is investigated, the cleser al the facts and Incidents preceding and connected with it are scrutinized, the Clearer does this appear. In spite of the bom- bastic utterances of Gulteau under the exciting circumstances attending the commission of his crime and his prompt arrest, a deliberate study of his previous lfe and a care ful welgMing of all the cotemporary tes- timony or information throwing any light upon it can lead to no other con- clusion than that the shooting of the President ‘was the prisoner's own individual act, without aid or suggestion from any quarter. It 13 true that the dreadful affair was attended by some evidences of premeditation and provisions for escape, but these demonstrations are entitled to no more weight than the cunning and fore- Sight so frequently shown by confirmed tuna- tics in carrying out a hidden plan or in eluding the vigtlance of a keeper. Probably the most important and reliable testimony in regard to the character and ten- Gencies of (ulteaa ts that furnished fn a letter Written by his father, to another son, a3 early as March, 1573. This sad expression of paren- tal trials and forebodingswis printed in fullin another column, and is entitled to the fullest confidence and the most serlous consideration. Another conclusive piece of evidence potnting In the same direction ts afforded by the professional experience of Dr. Hood, the medical referee of the Pension bureau in this city. Several months ago, as we are informed, the application of Guiteau for a pension came before that officer for investigation. After examining the docu- ments filed by the prisoner, followed by sey- eral interviews with him, Dr. Hood came to the conclusion that he was insane, and so indorsed in writing his opinion at the time. ‘This decision, reached by a medical expert when there was nothing in the case as pre- sented to disturb or influence his judgment Would seem, when added to the earller and positive convictions of the father, to forever Settle the question of the prisoner’: mental unsoundness beyond all doubt. That Guitzau was not identified with that portion of the repubilcan party not exactly In harmony witn the President on matters affect- ing partisan or personal interests, that hadld Rot sympathise with it, and that his dezl«ra- ton that he was “a stalwart,” was on after- thought or the outgrowth of an egotis'ic dsire to attaca importance to himself, is equally Clearly shown by the letter, published In Sat- urday’a Stax, which he wrote to th? President some time ago, and doubtless long before the thought of his awful crime had entered his dis- ordered brain. In this, tt will be remembered, he said: “I regret the trouble that you are having with Semator Conkling. You are right. and should maintain your position. You dave my support, and that of all patriotic eltize: What should be the punishment meted to Guiteau if 13 not Recessary to discus; here, ‘The only present object 1s to relieve the Amer- {can character from the obloquy which would properly follow connivance or sympathy with so horrible a crime, In doing so we hav: not thought necessary to dwell upon the absolute Impossibility of any of the persons or taterests toward whom attention has been directed being sssociated with or even harboring the thought of a tragedy so terrible in itself and so deplor- able in its resuits. Such a suspicion 13 too hor- rible to contemplate, and It ougnt not for a mo- ment be entertained in any quarter, much less Insinuated or expressed. Under the circumstances andon every ac- count It Is greatly to be regretted that the order probibiting the use of guns, firecrackers and other explostves to-day could not have been tely observed and enforced. I¢ tr, of outof the power of our limited police force to suppress every attempt at its violation or to arrest all offenders. It ts not to be expected, either, that children filled witn impetuous patrioism can realize the mischier they are to do by giving expression in this form to their feelings. It is not too much, however, te ask parents and dealers tn fire- works toaid the authorities at such a time. Surely no dealer will beso greedy as tose'l @nd no parent so thoughtless as to allow lis children to use an article likely to do so much barm just now, while the life of the President 1s trembling in the balance and the whole civil- ized world is praying for his recovery. a — een A Severer Penalty Needed. + The question bas been raised, what will pe adne with Guiteau if the President lives? Bis crime under the law will then be but astmple “assault with intent to kil.” The Revised Statutes for tho District provide a minimum imprisonment «ft two years, and 4 meximum paper of eight years, a8 a penalty for this offense. Such punishment seems entirely inadequate to the crime. The question 1s mooted whether an attempt to take the life of ‘the President c:nnot be considered a treason- si neat Gute, ‘tc ‘tat the ordinary protection of the law. His con- spicuous position exposes him to unusual dan- political law. Toassauit a police emir i adlreot ort fence against the majesty of the law. Why should not the life of the President, whe Sents the bivhest power in the land, have even Stronger safeguards? It would certainly bcos inconsistent with republican guarantee the President some protection fe bis person by making It & capital offence to ssault bin, 811 811 cost.
