THE EVENING STAR. ABSHINGTON etereeeseces JUNE 20. 18Sle Ww. MONDAY CROSBY 8. NOYES......Editore ‘The Evening Star has a regular, perma- nent.bona fide dally circulation more her daily paper pub- Persons leaving the city for the summer osu have ‘THR 8748 mai'ed to them, postpaid, for fifty conta desired. i ‘The President and the Readjusters. The Virginia coalitionists affect to regard the remarks of the President, in the Interview with the Wickham delegations, a3 more favor- able tothem than to the stra!ght-out repu>- Ucans. That they do not really look upon tt in that light would seem to be manifest from the tact that they are now arranging to seni a delegation of their leaders to argue the Presi- dent out of the views he exprassed to Gen. Wickham. I the course of that interview, according to all accounts, the President wes very decisive upon at least two polats, acd both are important. In the first place, he was emphatic in his declaration that if tne read- Juster movement 13 tainted with repudiation ta aby shape, or to ary degree, repubiicans could Rot afford toeven touch it. He sald, tarther, that it was for the republicans of Virginia to Gecide whether or not the taint of repudiation + is upon readjusterism; that he, not being a resident of that state, could not be expected to understand the precise relations of parties t> the state debt. In short, he would leave the decision to the Virginia republicans, with the admonition that they must not touch repudia- ton. The republican executive committee of Vir- gipia, in the President's presence, unan- imously decided, then and there, that readj13:- ment is repudiation—unadulterated repudia- ton. The most ingenious of all tha coalition ists certainly cannot make It appear that there Was apythicy uncertain or equivocal in that portion of the interview. Again; a member of the executve committee produced, and gave to the President to read,a letter writtea and Signed by John F. Lewis, at present chairman, Of the repadlican state central committae and nominee for the second piace on the readjuster tlcket. I. this letter Mr. Lewis wrote: ‘I have seen the Presideat and beistn favor of a coalition with the re- adjusters.” Tue President, after reaaing the letter, said he had not seen Mr. Lewis since the readjuster convention; nor had he authorized Lewis or any other man to say he was In favor ‘Of a coalition. This talk was plala enough, Suiely. This was written toa member of the State committee (and also of the executive com- mitttee, which 1s, in fact, a sub-committee of the state committee), informing him that a meeting of the committee had veen called, and urging him to be present. At this meeting of the state committee, to be held in Richmond to- morrow, the question of coalition will be virtu- ally settled. If Lewis and his followers cin Tauster a ms jority they will prevent the calling of a reputican convention and declare for coalition. If,on the other hand, Gen. Wick- ham has amajority not only will a convention | be called, but coalition wil) be condemned, and Lewis will be displaced as chairman of the com- mittee. The coalitionists have been making use of the President's name very freely, seeking in various ways to create the bellef that he fully susta!ns their position. The Wickham ta- terview proves that the President has not au- thorized apy statement to that effect; that neither has he actually condemned coalition, but leaves tuls question to Virginia repudilcaas to settie it without Interference. If the iater- View had not accomplished anything else the time was well expended in demonstrating this que fact. ‘The Meryiand Civil Service Reform Associa tion has bees regularly organized. It wisely purposes to limit the fleld of Its operations tn the beginning, devoting its attention chiefly to Marylanc; but the assoclation will hold {self im readiness to assist the general work of re- form at Washington. It 1s understood thit Another attempt wil be made next winter to get Unrough Congress a bill contatring, at least, the foundation of a national reform ‘n the civil service. Tse New York Reform Asso ciation has eulisted a number of prominent members 6f Congress in the cause, and some thing practical 13 expected from their united efforts. Meantime the course of the Presid2at in refusing to distribute patronage among tne bosses is having te good effect of awakentag Public opinion to tue Importance of reform 1s this direction. The bosses resist this poilcy the President, and the disclosures which follow this resistance are showing to the people to What base ur¢s the pubife service has hitherto been put. ‘The world continues to exist, despite the pre- diction that it would “come toan end” yes terday, and so far as can beseen from this Point of observation it seems to be performing its daly round of duty with the same old time regularity. “Just who it was that selected Sun. day for the final wind-up is not known. The pro. phecy was generally ascribed to Mother Ship ton, but ber alleged ryhme was “The world to an end shall come In eighteen hundred and eighty-one.” Some modern prophet or prophetess seems to | have fixed upon the 19th of June, and to have | done it anonymously. The truth 1s, that in thts vicinity the matter was regarded as something Ot only for au idie jest. Nobody attached any | importance to {t, and the people of Washington | | THE BOTTOM OUT OF PRIGES. Would have been considerably surprised and annoyed had the world really come to an end. —<-e-__ Its a cold day when a case of bribery can’t b3 | exposed in the New York legislature, with | proper effort in the right direction. Tnat 13 what that bpdy meets for. At least it isthe | opinion of a large number of its members that | they are expected to make what they can out | Of their position every session, and they try Rot to disappoint expectation. This is as true Of previous legislatures as of the present body, and of members of all political partes aud their various subdivisions. In fact, so well is this matter understood that it 1s said in the beginning of a session, before “legislation ts matured,” 5 they call it, the green country members stand around as impatient as an early bcy at a circus, wondertog “why in thun- der the old show doesn’t begin.” —--—____ Four steamers for Europe carried over six bundred passengers from New York last Satur- day. Lewis, of Virginia, warmly indorsirg the readjuster movemant 1a that State, abd advising republicans to support it. Strapge to eay, Mr. Lewis, who ts;a candidate on the readjuster ticket, and naturally supposed to be deeply interested in its success, pudlished the letter. ———~2+e-____. “ My Maryland” is in great elation because of the victory of the Maryland horse Glenmore over the famous Luke Blackburn, at Coney Isiand, Saturday.
