ITS PECULIAR INSIDE HISTORY. Another star route case, affecting the Phila- deipbia parties arrested at the beginning of the investigations of the Postmaster General, has been discovered In the Post Office departmen’. Jcseph R. Black, bis coachman (Joseph-Biack- man), Wm. R. Cason and Hensy Arbuckle were arrested for {raids committed in connection With routes from Fort E'itott to Wichita Fatis, Fort Snifin to Fort Elliott, aud Brackettaville o Fort Stockton, in Texas. ‘The newly discov- ered route in whch these parties were later ested was No. 33,032, from Camp Supply, Iodlan ‘Territery, westward to Otero, New Mexico, a Gistarce of 360 miles, the schedu'e calitug ror one trip per week, running time 10s hours. ‘There were a great many bidders for this route, Joreph R. Black being cone the number. Th* sureties accompanying his bid were Wil'tam it Cason, who swore that he owned $25,000 worth of town lofsin Philadelphia and cultivated land in New Jersey; and Robert Campbsil, who Swore that he owned $500 worth of real estate in Philadelphia. ‘The contract was awarded the hostler, Black- man, hia bid being the lowest. $2,150 per annum. Blackman’s sureties were Cason and Henry Arbuckle, the former of whom swore to the ownership of property as above stated In Black's bid, and the latter declared himself the pus S€SEOF Of $1,000 worth of Philadelphia property. The contract was awarded Blackman, to begin t. 7, 1879. On the 16th of Navembef, i879, he was declared a falling contractor, no service having been performed meantime Gn the route. Whoever the parties representing Blackman might bave been, they found 1t was tmposatbie 10 Stock the line and make any money off ir. The next Jowest bidder on the route was th» ring contractor J. B. Price, but the department evidently regarded his bid of $2400 too high, and they awarded the contract to Geo. H. Gtd- dings, another ying. favorite, for $2,390, or $10 less ban Price’s bid. Giddings’ term b2gan Dec. 1, 1879, and it continued until July 21, when the route was entirely d43continued. ‘The inside history of this route 1s interest- ing, and the papers in the cage show the reasons which led to 1's estabilshment, as well as those which caused tts discontinuance. Stepren W. Dorsey appears to have conceived the idea that the route would be @ good thing, as he made personal appeals for its establishment at the Gt partment, and sccured letters from Senators in behalf of the new service. Ibseems as though Mr. Dorsey lost all interest in the route af er his Reck-Miner combination was undervid for the service. ‘The ulter uselessness of the service was ex: Posed by aman Lamed Levi Lefier, of Troyburg, astation on the line. Mr. Lefler’s letter 13 01 fle In the department. His character for verac ity 1s vouched for by prominent gentiemen, He seys that he was asked 10 @ petition fora da'ly mailon the route, (1 having ueen Gid Ging’s purpose fo secure an expedition whereby the pay would be multipied by six.) aud he protested against any increase. Mr. Lefter said Unat there was not ten people on the line who would be benfitted by a dally mall, and that it Would cost $100 a piece for each letter or news paper sent over the route. Mr. Lefier Informed the department of what it very well kuew, that Otero, Troy burg and Madison, on the westeru end of the line, had each a tri-weekly service om Trinidad, Colorado. while Camp Supply bad a l-weekiy service from Dodge C.ty, Kan- ses. The long distance between Camp Supply and Madison, about 250 miles, passes through an Mnsettied country, chielly Inhabited vy greasers. Gen. Brady repiied that as present advised the department would not put a datiy service on the route, Giddings sublet his con- trect to Henry Reed. Reed turned it over to a driver on the route, who sold the stock, aud ran away with the money, and atter keeping up the farce seven months longer the route was dis- continued.
