In answer to complaints of scarcity of water in the neighborhood of Iowa Circle, the Dis- trict authorities explain that wh2n the supply for that particular locality was provided there were only some fourteen hundred houses draw- ing water from It, whereas at the present time the umber of dwellings to be supplied through the same service 1s not less chan twenty tive hundred,—the tacrease betag due to the rapid growth and improvement of that quarter ot thecity. The same explanation extendea will apply with equal force in regard to the inade~ quate water supply of the whole city, In other words, there are too many peodle in Washington for the quantity of water brought here. That ts the whole story in a nu‘saell, ‘theorise and figure as one may. ‘When the present faciitttes for supplying the city with water were provided the population ot Washington was only about one-third waat tis now. Not only that, but the whole domes- tie economy of city life, and esp2ctally of lite in this city, has entirely changed slace then. The bumber of dwellings has increasedin Washing- ton even more rapify thao her population, making the proportion cf residencsa to the People much greater now than it was then, Then, again, since that time an extensive sys tem of sewerage has been adopted, water closets cleansed by water have been introduced tnto nearly every newly ballt house, and into many Old ones, and while the population is about three times as great a3 1t was then, there are Low probably six times as many bath rooms in the city as there were two decades ago. Briefly stated, tt may be said that while the pop- ulation of the city has increased three fold ia twenty years, its consumption of water, made Proper and necessary by the changed condi- tions of living, has increased five or stx fold. It is therefore plainly apparent thit what Was an abundant water suppiy when it was provided, and fora reasonable fature growth under the old condition of things, has become totally inadequate for the greatly i: mace d reeds of a three-fold populatioa under the changed modes of itfe. There are greah wastes of water tn many parts of the city, undoubtedly; and these wastes should be stoppel. But, while that step will give partial and tem- porary relief, it will not afford a permanent remedy, and the latter is what is demandsd by every consideration of pubic heaith and com- fort. Netther will the introduction of meters nor aby other like job do more than Involve the expenditure of a large amount of money, with- out @ corresponding return. Every thing of that kind fs a mere expedient, whose usefainess Will bardiy outlast the time necessary to set tt Incperation. What is imperatively required,and the only thing worth trying, is to heighten the dam atthe Great Falls and increase the pipe capacity across Rock Creek. These improve- ments will solve the whole difficulty. They must come in Ume, as certatn as time comes, and money spent in any other direction will be cnly wasted. To an increased water supply and the im- provement of the river flats the people of Wash- ington, and those interested in the welfare of the na’ tonal capital, should therefore address ail thétr influence and all their energies.
