A COMPLAINT AGAINST THE POUND MEN. Yesterday aiternoon W. Phillips, Joa, Miller, &. D. Miller, J. M. Daly and Wa. 3S. Clark left with the District Commissioners a statement to the effect that they are property holders on Cottage Hill, and that outrages have been per- petrated on them by the poundmaster for the last two years. By a drawing they enclosed it Was shown that they surround the land of Mr. H. 8. Davis, ot whom they have consent to pasture their cows on his property, and that no one besides themselves can be annoyed by the stock. They protest against the poundmaster coming out there and taking their stock at most unreasonable hours. A general meeting of the congregation formed of the withdrawing members from Ryland M. E. Chapel and thetr friends, now worshi| at Kendall Chapel, with Rev. Dr. W. W.
