The Readjusters in Convention. ‘The crisis in the political life and fortune of Senator Mahone, as well as of his lleutenants, igs now at hand. The principles and policy ad- Vocated and defined by the Senator have brought together a large convention composed of elements hitherto at variance politically. If Mahone has skill enough to hold these elements Together, he will enter the campaign with a following which success at the polis will weld Into a compact party. The large convention assembied {n support of the Mahone policy shows that there ts something ia It which has touched popular favor; but itis much easter to callaconvention than to organize a political party. The discipline whieh enables an organ- Jzed political party to hold the unruly in check and to put down insubordination ts not at the command of Mahone and his co-leaders. They Thust substitute their own Influence and powers of command and persuasion. There seams to be & great deal of importance attached by the convention to the position of the admin- istration, and the question of federal ald ls made a prominent one. If the leaders and managers are depending upon federal pat- robage as a basis for their party organization they will probably fail in the end, whether they get the patronage or not. If there is no better foundation for the party than that, it cannot last long. Every political movement must depend upon the people for success, and the people of astate cannot b2 bougat with Ofice, even though an administration was will- Ing to attempt it. The present administration appears to have held aloof from both sides to the Virginia contest, a3 far as any promises or Pledges are concerned. The subject has besn thoroughly canvassed at Richmond for three Gays past, and still nothing more than a rumor from an “ex-Congressman” of a con iitional promise of patronage to the readjusters has been produced. It is apparent that the ad inistration has no hand in the fight. —_§_<o-___ Running His Department on Busi- mess Principles. ‘That the Post Office department ts baling conducted upon “business principles” is shown in the contracts made. The third assistant postmaster general estimates the saving that Will be effected under the new contract for Postal cards, for the four years of this admtnts- tration, at one million dollars, as compared with the expenditure for the same material under the late administration. In a contract just entered into for envelopes for one year from April 1st, the department saves over $46,000 over last year. Tne contract for last year was at $100,510.53; while for this yeara contrac: to supply the department, including ‘the natural increase, has been entered into the sum of $54, 3. The “business princt- ples” of Postmaster Geaeral James work wonderfully well in his department. Already useless and worthless star routes which cost three-quarters of a million dollars annually ave been cut off, and this saying, taken in connection with that effected by making con- tracts for the best interest of the government, Warrants the opinion hitherto expressed by Mr. James that the department can be made self-sustaining. This country ougat to be afforded every factlity for the rapid and certain distribution of malls; that is what the people want. Every vote upon postal affairs by Con- gress shows that the representatives under- stood the sentiment of the people that they Would not be deprived of any postal or mail facilities for the purpose of saving money. They had rather pay the expenses of a costly department than to wait for their malla. Tals feeling has been made use of to sustain ex- travagance and wastefulness. 15 was upon the Plea that the people must not b2 deprived of the matis that the star route ring ftisurished. Mr. James Is, evidently, applying only the rules of common sense and business economy in the management of the department, and he will be supported by the people in this course. His contract for envelopes supplies the wants of his department, and with as good material a3 that which cost the people nearly twice a3 much last year. Aside from the star route matter the department seems to have been Icosely and recklessly conducted In the past. —_\__-e-____ The two destructive fires and fatal fojaries In Pittsburg last week from the use of kero- Sene in kindling fires were followed by another casualty of the same character in Wheellag on Tuesday. In the latter case a terrible ex- Plosion occured, which resuited in frightfally, and {t Is feared, fatally burning a child, about eight years old, and badly damaging the house.
