THE EVENING STAR. DOUBLE SHEET. 1, 1851. CROSBY 8. NOYES......Editer, The Evening Star has a regular, perma- nent, bona fide daily cirealation more t! treble that of any other daily paper pub- lished in Washington, and equal to that of all the other daily papers here added together. ‘THE Stax office is connected with the Telephone Exchange. Advertisements, orders for the paper by mail and otherwise, news, or any informstion OF business can be sent day or night, free of charge. Persons leaving the city for the summer csn have Tae Stan msi ed to them. postpaid, for fifty eents Per month, and the address changed as often as desired. Concernmg Rings. M. Charnay, the French archwlozist, who has been for some months exploring anew the remains of the ancient civilization of Mexiz0, and publishing his diary in the Nor!) Amer- wan Review, has, according to hisown account, established afactof much value in settling the vexed question of the age of the Central American temples. Those of Palenque, in the southernmost state of the Mexican confedera- tion, have been thought by many to be of vast antiquity, and one of the principal arguments In favor of their great age has been drawn from the fact that out of the ruins have grown trees of immense size, whose trunks contained 80 maby hundred concentric rings a3 to daze those who attempted to calculate the date of the ruins mlow. It can be readily understood that these trees grew in thatclimate with amazing rapidity, and their mere size was not much of a stumbling-block. But the number of rings they bore was fatalto the theory of rapid growth so long as each ring was counted asa year. M.Charnay says that each one does not represent a year in that land of per- petual summer, and that a new ring may form every month. According to the old estimates some of the trees that sprouted after the ruin of the Palenque temples lived nearly two thou- sand years. Mr. Stepnens did much to upset all this, but Charnay does more. He has found forty ringstoa sapling les3 than two years old, One “ring” a month may do for the lati- tude of Central America, but we know a dis- triet further north where they form faster than atric rings, too. Noisy Nuisances. he complaint so common in Washington against street cries and noisy nutsances of all kinds fs by no means confined to this city. In other places there seems to be as much ground for complaint as here. Elsewhere, too, th> general public appears tobe about as power- less In the hands of the peace-destroyer as are the people of Washington. In fact, the “wicked man walking with a froward mouth” seems to have his own way pretty much everywhere, ‘The inquiry naturally occurs why the p2ace of entire communtiiles must be destroyed and the comfort of (ne sick put at naught by a few ishmaeiites, who choose from very.perversity to heir calling in a way that violates the rights of pearly everybody else. Men are not allowed to carry on tn thickly settled conmu- nities any Dusiness tha’ poisons the air with vile and sickly smells, or that carries with it disgusting ahd demoralizing exhibitions of any kind. Neither have they any right to make the existence of others miserable by filllug the air with unnecessary and infernal sounds. Why, thes, should they be allowed to d> it? The eer is as much entitled to protection as the eye or the nose. ine worst of it 1s that the nuisance ts steadily increasing. The street fiends are all She time Inventing new yells and new forms of ear-bursting atrocity. The weak-lunged ven- der resorts to horrible metallic dins te overtop the vocal jargon of his competitors. Some of the street venders now go about ringing huge gong-beils, with which they murder sleap and torture the sick. The way the thing Is going onwe shail soon Mave the terrible calllope mounted oa every mUk* wagon or huckster’s cart: itis really about time for the authori- Ues totake thisevilin hand. Insteatof dee voting their attention to minor matters,—such as the rigid enforcement of the cow law (which ig the reverse of a sanitary measure, the doc- tors say,)—let them try to put a stop to some Of the evils affecting the health of the commu- nity. They have all the needed power to put down this infernal din of the street venders. ‘This is shown by the fact that they were able to stop the oyster-horn nufsance and the circus street-caillope nuisance, when they once get about tt. After an exciting and eventful session of eleven weeks the Senate has adjourned. It was called together to confirm such nominations as the new President might see Mt to make, and it was believed that its labors would occupy less than a week. In the beginning the democrats were in the majority; two weeks or a little over, Of the session, placed the republicans in control, Dat before the seasion closed the democrats were once more in the majority. Such fuctuation of political control never, perhaps, before occurred im either branch of Congress. The exciting in- terest of the session began with Mahone and ended with Conkling; the question when the Senate eonvened was, “What will Mahone do?” when it ended, ‘What will Conkling do The short session thaugurated and virtually term!- nated the most «determined resistance to the administration since the warfare against An- drew Johnson; a resistance that was formida- bie at one time, but which was completely over- come by the courageous stand of the President- Of the many nominations made by the Presi- dent only one was rejected. Three were passed over. ————<~e-—__. M. Gambetta has won the matin point In his struggie for electoral reform in France. He has succeeded in having serwtin de liste adopted as the method of electing members of the chamber of deputies instead of serutin arron- dissement. By this change the republicans of France will streagthen themselves and gain largeiy in their representation; but It Is very doubtful if true republican principles will be benefitted by the change. The scrutin de liste 1g likened to the machine system In this coun- try. Under tt the names of a number of cand'- dates will be voted for.on a single ballot, at he same time, instead of each elector voting for the candidate of his choice in his district, as is the present system known as serutin darron dissemen(. In other words the new method so long contended for by Gambetta does away with local representation, and tends to concen- trate power in the hands of the goverament. The policy of the change 13 to break up the cliques of antl-republicans, whose pawer is centered in localities, The general sentiment of Prance Is largely repubilcan, and by general- Wing the voting power, that party expects to fasten Its hold upon the government. ——_re __ Mr. Jacobs, the recognized leader of the dem- Ocrats in the New York state Senate, made a remark yesterday which Is significant. A stal- wart or Conkling Senator wanted a certain bill ordered toa third reading. The “halt-preeds”” opposed him, whereupon Senator Jacobs went to his support, carrying every democratic S2n- ator With him, In alluding to this change of policy, Mr. Jacobs sald the democrats had ‘helped the half-breeds so long that the latter begun to think they owned the democrats; but, be added—and this is the significant part of his remark—that they (the half-breeds) might tlad themselves mistaken before another week was over. Kumors have reached Washington from New York that the democratic members of the legislature will vote for Conkling and Piatt in Preferenee to any other republicans, in order to give them place and power to continue the fight against the administration. Senator Jacobs 13 & man of influence tn his party, and he may have been voicing its policy yesterday. —_—--—_____ ‘There are 161 new advertisements in THE Stam to-day.
