A TALK WITH SECRETARY KIRKWOOD—NO RE MOVALS AT PRESENT—THE PENSION OFFICE SITE—GETTING “THE HANG” OF THE DEPART- MENT. In all things Mr. Kirkwood is deliberate and methodical, be- cause when he acts he means to be as near right as human nature can get right.
