Usu- ally the amount appropriated tn the bill has been distributed among members enough to pass it, under a suspension of the rules, wfth- out loss of time In debate, and attempts at op- | position have been summarily put down. Mr. | Cox, of New York, contributed very materiatly | towards the rejection of the blll by showing that the members of the commerce committee had, by an apparent mutual arrangement, set | apart the iion’s share of the appropriation for | their own districts. The total amount appro- Priated by the Dill was $11,000,000, of which, ac- cording to the figures presented by Mr. Cox, the | fifteen members of the committee proposed to distribute $5,909,000 where It would do the most good for the fifteen. Some of the ob- jects appropriated for im the Dill are | ah important public works, but a majority | * of the appropriations probably are for small streams which could not be mad2 navigable un- leas they were converted Into canals. Itis quite likely that at the next effort votes sufictent to | pasa the Dill will be rallied, but the opposition to this annual expenditure ‘of money for distri- bution among the constituents of members seeking re-election is growing, and will, per- | haps, In the next Congress be strong enough to | kil It. Of all the measures urged upon the | commerce committee not one had more to recommend it than the appropriation asked for the Improvement of the Potomac flats. It is probable that it possessed more real merit than | any provision of the bill, for the reason that in addition to a weeded tmprovement of the river, it ts demanded as a sanitary measure. But the istrict of Columbia has no votes by which Congressmen can be kept in public Ilfe, and the money required for the most pressing of pur- poses was denied on the most filmsy pretexts.
