The laws of the District on that subject are not stringent enough, and there is also apparent ground for the charge that such as we bave are not properly enforced. However this may be, it is a self-evident fact that burglary 1s an offence ot altogether too frequent occurrence here, and that unless a ebange for the better ts soon brought ad) the people of Washington will no longer feel much security in their property or lives. This isa matter to which those charged with the passage of laws not less that those whose duty it ts toexecute them should give their early and earnest attention. Instead of being a sort of city of refuge for criminals of every grade, the national capital ought to be the safest well as the most beautiful place in the country. And this it can be, if those in authority will only make the necessary effort in the right direction. ee it cannot be surprising to those who have at all noted its proceedings, that arrests for per- jury bave resulted from the trial In regard to the alleged Garfleld-Morey letter in New York. Indeea, it would be hard to understand how it could be otherwise, considering the amount and unbiushing character of false-sw that has been done In connection with ti x traordinary ana disgracefu} g§se. That the letter was a mi: forgery has been ap- t. The place of its incep @ances surrounding it, t has been doubiful whether the crime could be legally fastened upon any individual. About the identity and guilt of the perjurers, who stood ready to furnish apy quantity and kind of false testi- mony that might be thought necessary to make the vile scheme successful, there can, however, be no suck doubt, and it is to be hoped in the interest of common decency, and quite aside from the purpose of the offence, that every one of them will be brought to swift jusiice. The only regret growing out of (he whole affair ts that every person in any way connected with it cannot be adequately punished. Throughout ithas been one of the most dis- graceful pieces of business that the whole history of American politics can show, and, if there is ne other fate in store for them, its originators, aiders and abettor3s will be con- signed to everlasting Infamy as fast as they become known. —_—_—_—o+—____. Diphtheria has prevailed in Brooklyn for some moutbs, and tn certain localities it assumed something of an epidemic form. The disease has numbered Its victims by the score, and nat- urally the residents of the city have become restless and uneasy. The health authorities made an investigation of the infected localities, and deciared that the disease was caused by sewer gas, for the reason that wherever there was sewer gas diphtheria prevailed. This theory has now been exploded by the discovery that the disease has taken violent hold upon locall- {ies where there 1s no sewer gas. Since this latest discovery the authorities virtually confess thems entirely in the dark in regard to the cause Of the disease, and physicians are not by any means agreed as to its proper treatment. ‘The number of deaths in Brooklyn, in compari- son with the number of cases, shows that halt of those who are attacked die. When the at- tack 3s first discovered the most eficient remedy bas been found to be a pretty free use of pow- dered sulphur, which istaken asagargle.
