At the great republican conference to be held in New York city to-day it is supposed that a Ppreminent question to be considered will be that of the future policy of the administration, should the republicans succeed, with regard to public Patronage. While it is money that “makes the mare go,” it is patronage that makes the politi- Clan gO and come ip the tnterest of political or- ganizations. Soon after Hancock’s nomination, the democrats settled that question among their leaders by agreeing to allow Tilden such and such patronage, in case of the election Of the ticket, and to others such as wa; necessary to satisfy them and induce them to go to work. The stalwart wing of the republican party has not, it ts said, felt entirely secure of getting its share of government offices from Gartleld, and therefore Senator Conkiing has held aloof from party Conclaves. The conference in New York was Intended to embrace representatives from all €lements of the party, and in this respect it S@ppears to be a success. Now, some of the in. Gependent papers, such as the Springfield Republican and Boston Heraid, are loudly warn- ing General Garfield that he must not surrender to the stalwarts; that if he does it will drive the conservative republican vote from him. The stalwart organs maintain that the cand!- date and party managers must not listen to the “4ndependents and scratchers,” as that would Carry discontent among the solid, unflinching men of the party. The managers of the repub- Ucan cempaign will, therefore, have the prob- Jem to deal with, how to enlist the needed active ald of the stalwarts without allenating the conservatives. Tie democrats have also their little troubles to settle in order to get the balking horses of their New York team to work together in harness; and altogether the lot of the politieal managers tbls year is not a happy one. ——————~-__ An oid politician ts quoted as saying “the day Of the orator is past,” and the truth of his re- mark is very apparent. The newspaper has taken upon itself the duties formerly imposed upon the orator and the people appear to be decidedly pleased with the change. But a few years ago “grand” barbecues and field days of Oratory constituted the chief feature of a polit- cal campaign. Now It 1s dificult to get out a respectable sized audience to hear a political discussion between distinguished leaders. The man who has been engaged at business all day takes bis rest at home in the evening, secure in the knowledge that If the discussion contains ‘any good points he will find them in his news- paper next day. The newspapers of the day are the first to give intelligence of all political movements and Incidents, and the ora- tor must, necessarily, “thresh over old straw.” Even tn Congress, where our most brilliant men are found, the day of oratory is past. The real work of Congress is done chiefly in the quiet of the committee room, and only on rare occasions can the galleries of either house be filled by the announcement of a forthcoming speech. The Fepublican and democratic committees, tu the Mahagement of this campaign, place more reli ance upon the distribution of sensible reading matter than upon the sending cut of speakers. The newspaper has certainly superceded the orator. A letter written from North Mississippi, and signed “Southern Democrat,” which appeared originally in the Memphis Aralenche, has been copied extensively by northern papers, to show that in the south a feeling of vindictive pro- ‘Scription still exists. This letter insisted that white men who “dare to avow themselves as republicans should be promptly branded as the bitter and malignant enemies of the south,” and concluded with the following paragrap! “As for the negroes, let them amuse them- Selves, if they will, by voting the radical ticket. We bave the count.” The white citizens of the Utule town from which thé letter was written applied to the Avalancie for the name of the writer, and to their surprise, he turned out to be a republican. When approached on the sub- Ject the republican admitted that he wrote the letter and procured its publication under the Pretence that he was a demograt. This does not, by any means, prove that all the accounts Of proscription and fraad in the south are un- true, but it shows that some are manufactured for party purposes. —____---______ ‘The movement in behalf of home rule in Can- ada seems to be rapidly gaining strength. Itis Proposed to organize a political party which will take the fleld and wage a vigorous canvass in the next election. The principles of the party @8 determined upon are: A national currency; ‘no Importation of English workmen at goverr- ment expeuse; no Chinese labor; no land mc- Ropolies; no grants of land by government to Companies; a protective tariff; raw material to De admitted free; a graduated income tax and ‘the mortgagee to pay taxes on property to the amount of hisclaim.
