THE EVENING STAR. WASHINGTON. MIONDAY .. .. July 26, 1880, CROSBY 8. NOYES....Editor. The Evening Star hasa@ regular, perma pent, bona fide daily circulation more than double that of any other daily paper Published tn Washington, and equal tothat of all the other daily papers here adted to- octher. Persons leat ‘aad San for the season. mas tence oe have Tam ‘S748 mailed to them, postpaid, for fifty cents per month, the address being chanwed as often ss desired. The money fy accompany the order in all cases. —————————————————— ————————————————————— John Kelly Not Fully Reconstructed ‘There 13 still a little hitch in the harmoatous Working of the New York democratic team. The reconciliation between opposing factions, promised at Cincinnat!, ts still among the things hoped for, but not seen. At each step in the direction of party unity some obstacle pre- sents itself, and a continued experience of this kind 1s beginning to have a depressing effect upon the party managers. The present dim- culty, and it is one of magnitude, fs the fallure Of John Kelly to disband the bolters state or- fanization. Ills influence was sufliclent to Induce the withdrawal of the Tammany elec- toral ticket, but that was only a half-way mea- sure In the way of party reconciliation. The state committee still exists, in opposition to that of the regular organization, and, a3 it could be called together any day for action, this is regarded as a sort of menace, and is resented by the regulars. Tam- many’s complete surrender was demanded ‘as the only terms upon which the regulars could entertain propositions for the union of the factions. While they maintain a state organization, it is within the power of the Dolters to put another electoral ticket tn the field at any tlme, should they determine upon puch action, and their refusal to deprive them- Belves of this power ts regarded as an indication that they mean unity only tn the event that tt tomes upon their terms If there 1s any one feature of this canvass which ts plain to all eyes it is that the democrats cannot elect their candidate witnout the vote of New York. They might carry that state and still fail, but they certainly cannot win without it. Even with a party united, harmonious and earnest, the chances are considered to be somewhat against the democrats, but with divided counseis their prospect of carrying the state can hardly be classed among the possibilities. The managers are preparing for one more effort at reconcilla- on, and !f they fall the effect will put the Gemoeratic prospects very much under a cloud. ‘The pre: sent condition of the crops in all sec- tions of the country gives promise of an abund- ant yield, and whether Hancock or Garfleid be Elected President, we have every assurance of continued prosperity. Within the past year or two rapid progress in the process of agriculture thas been made in the southern states, and that Section ts beginning to enjoy the fruits of its Advanced steps. The old ante-war methods have been discarded and a new system, in keep- ing with the changed order of things, has been adopted. Instead of striving to cover as many acres as possible, the farmer or planter In the Kouth now limits his ground and cultivates it thoroughly. The land ts enriched with fertilt- zers and the best improved agricultural ma- chinery is employed. Asaresult of the new system, a single county tn South Carolina which never produced over 12,000 bales of cotton before the war, turned out 15,000 last year, and will do better this season. The average improvement Throughout that section has been nearly equal tothis. Last year, under the improved system, the largest crop of cotton ever raised was pro- guced, and it was the first profitable crop, to ‘that section, made since the war. All accounts Agree that the aggregate yield this year will exceed that of last. ——+<ee--—___ Sefior Zamacona, late Mexican minister to the United States, has, during the last few Months, accomplished a great work of reform in the politics of Mexico. The chief trouble tn that country has grown out of the division of Parties into factions, each of which warred against the other. This kept the country in constant turmoil during a political canvass. In the last presidential race the Mberal party ‘Was split into five factions, each having 1s own ticket in the fleld, thon all professing to sup- Port the same principles. Sefior Zamacona un- Gertook to unite the party into one compact Organization, and his first step In tals direction ‘Was to Induce the opposing factions to consent toa national convention for the adjustment of differences. This proposition was accepted, and the prospect fs that the united Mberal party will be powerful enough, for a time at least, to peacefully control political matters in the repubitc. ———~<-e_ It ts to be hoped that some of the new im provements on the telephone, of which we are constantly hearing, will amount to something. As it stands at present, that invention ts a Wonderful convenience; bat in its operations it is not satisfactory at all times, and {ts use is frighttully expenstve, and out of all proportion to its cost. It must be made more perfect, and at the same time the service must bs furnished cheaper before it comes into that universal use that its projectors or present owners prophecy for it. Especially must the annual or monthly rental for the use of an instrument be reduced, and this desideratum, tt is said, some of the new Improvements are certain to secure. —_____-+-______ ‘The attention of the authorities is agatn dl- rected to the fact that the atmosphere of the City ts vitlated by a varlety of vile smells which are neither pleasant nor healthy. They are a pretty plain indication that the works of gar- bage gathering and street and alley cleaning re not properly done. These things are di- Teetly or indireet!y in the hands of the District Commissioners, and they should apply a prompt and effective remedy, as they have the power todo. They have both the responsibility and the requisite authority in the premises, and the Public will hold them to a strict accountability for the health and comfort of the city. They should aiso see to it that the sewers are flushed Oftener and more thoroughly than they have been latterly. << Weaver is the sanguine candidate of thiscam- Paign. Even if he 1s doomed to overwhelming defeat he can enjoy several months of such mental elevationjas no other sane man, per- haps, in the world is capable of. He writesthat his tour through the south has been “one grand ovation,” and that men travel “forty Tailes by wagon” to hear him speak. Weaver's ‘utterances and predictions since his nomina- tion, compel the opinion that what he regards as & “grand ovation” would be a very disap. pointing turn-out to aman less hopeful than he. The truth is that the Weaver ticket will Zot be heard of in the south on election day. Our contemporary, the National R-publican, Bays THE STaR has done violence to General Ar- thur's letter af acceptance by placing an erro- ‘Reous interpretation upon the sentence referring Zo the repudiation, by southern states, of their obligations.” Our neighbor is positive that ‘the republican candidate for Vice-President did wot mean that “pecuniary obligations” had ‘deen repudiated, and then it adds that even if At did he was in the right and it (The Repubdli~ wan) can prove it. Inaamuch as the sentence receding the one quoted in THE Sar pointed ‘Out one Mnancial danger of electing a demo ‘ratic President, it required no strained con- Btruction to make the next sentence apply to Zhe same subject, especially when the lan- Buage employed ts considered. However, our Belghbor’s construction of the letter may ba the correct one. —-~<1 ___, The application of the Porte and the consent wt Germany to furnish 4h expert Mnancier to Btraighten out the chaotic and complicated Zinancial affairs of the Turkish empire, have roused the suspicion of some of the other European powers.
