THE EVENING STAR. DOUBLE SHEET. On. SATURDA June 12, 1880. CROSBY 8. NOY! . Editor. _ he Evening Star has Cccccsterialesrsins ment, bona Ade daily circulation than dowhte that of ‘ane other dally gener published in Washington, and equal to that of al the other datly papers here added to- Hl ‘Tie STAR has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the lobe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re. Oeives exclusively the Associated Press dispatches. Persons leaving town for the season, and Sum- mer travelers, can have THE Stax mailed to them, postpaid, for fifty cents per month, the address being chanwed as often as desired. The money must accompany the order in all cases. if it Had Been Grant. Now that the Chicago convention has com- pleted its work and the republtcan presidential ticket 1s In the field, the democrats are speak- log their honest sentiments in regard to the strength that Gen. Grant would have com- manded had he been nominated Instead of Gen. Garfield. Northern democrats, as a rule, de Heved that Gen. Grant would have been a weak candidate. They based this opinion upon the assumption that many republicans ef the north would have voted against him because of their Gestility toa third term for any man. But, on the other hand, the southern democrats almost uniformly say that Grant would undoubtedly have disrupted the solid south; that with him as the republican candidate it would have been nearly impossible to hold the states of Virginia North Carolina, South Carolina, Florida and Louisiana in the democratic column. Leading members of Congress from those states declare that thousands of democrats throughout the Section where secession once prevailed had openly avowed their Intention to vote and work for Grant if nominated; that the class of dem>+ crats most anxious to support him comprised the active business men, such as bankers, mer- chants, and manufacturers, who honestly be- lieved that another election of the ex-Prestaent would forever silence and settle the sectional question. It may be accepted as true, therefore, that Senators Conkling and Cameron were better ‘mformed in regard to the support thelr candi- date could command in the south than those who opposed him. The friendly sentiments ‘Gen. Grant expressed for the south during his wisit through that section have made him very Popular among those who once were bitterly opposed to him, and, from all accounts, should ‘Dnything ever be asked in his behalf from the American people, as such, the ex-confederates ‘Will support the request earnestly. Exit Seymour. “Your candidate I cannot be” are the words whieh the Sage of Deerfield again addresses to the democratic party. For some time past an impression has been current that ex-Governor Seymour had In a measure reconsidered his former determination on the subject, and might now be induced, under certain contingencies, to accept the democratic nomination for the presidency; and in the light of that belief the party complications of that organization seemed very mitch simplified. To-day, however, every- thing ts at sea again. An editorial article in last evening's Utica O%serrer gives the country the explicit and positive assurance that Gov- ernor Seymour “is net, and cannot be, a candi- date, and could not accept a nomination, even if one were tendered him.” As the Observer 1s everywhere understood to closely represent Mr. Seymour's views and wishes, and as this an- nouncement is made not only by authority but by request, it may be regarded, we presume, as Anally settling the matter. This conclusion but confirms what was announced in this column some months ago, It was known by the writer at that time that Mr. Seymour fully realized the fact that the ‘state of his health was such that he dared not Tisk assuming the responsibilities of any Office or the excitement of a political campaign in which he had the slightest personal interest. His physicians have, in fact, long since advised im that the certain price of any extraordinary efort, either physical or mental, would be the loosing of the stlver cord. This warning Mr. Seymour seems unalterably determined tot heed, in spite of all that may be sald to the contrary, He feels that there ts no such crisis in public a‘Tairs at the present time as would require him to lay down his life for the sake of a probable Party victory, and says so in almost as many Words. The democratic party may therefore as Well accept the decision now made anew as final aud irrevocable, and look elsewhere for a stand- ard-bearer in the coming contest. ——_--<--____ ‘The summer season ts not the Proper time of year to take the census, and itis to be hoped that within the ten years intervening between (ie work now tn hand and the next enumera- tion of population Congress will learn this fact. Every city tn the United States ts more or less Gepleted of its population tn the summer sea- Son. Whole families seek cool resorts and many go to Europe, leaving, no doubt, in hundreds of cases nobody behiud whocan represent them when the census enumerator calls. In the Taonth of June it is safe to say that nearly one- teuth of the population of Washington 13 scat- tered over the face of the globe seeking pleas ure and a cool climate. There Is no reason ap- parent why a spring or fal} month would not answer every purpose required for cen meration, and {t would certatnly has ad- ‘Wantage over June of returning the population more accurately. Our impression {s that Octo- ber and November are the months when the Population of all placeg could be best ascer_ talned. ——__+-___. ‘The St. Louis @iove-Democrat, the original Grant boomer, supports Garfield and Arthur With a will, but it can’t help feeling a Uttle {ll- natured at the defeat of its favorite. It says: “No Chicago mob willever be given another Opportunity to show its bad manners in the Presence of a national republican convention, Tor the excellent reason that no other repubil- Can national convention will ever be held in Chicago. Tabiequah, in the Indian territory, 1s ‘@ Gecenter town than Chicago.” The G.-D. had better start a boom for Washington next time. It ts the best place In the country fora national gathering of any kind ——___~.--___ We print in our telegraphic columns full par ‘Uculars of a terrible disaster, the collision of the- sound steamers Narragansett and Stonington, by which the former was burned and sunk. ‘There was a frightful panic among her passen- gers and great loss of life. The collision ts as. cribed toa fog, and perhaps was unavodable, but whether due precaution by the oSicers of both boats might not have prevented the catas- trophe, is yet to be shown. There seems to have been some bad management,at least, in launch- Ing life boats with the plugs out of the bottom. which causea a fatal delay in rescuing the pas- SeDgers struggling tn the water, —__<§_-+o-____ ‘The official report of the condition of the na- tional banks shows, up to April 23d, a toral of $959,592,200 in loans and discounts, against $911,373,939 @ year before; and $36,429,732 in specie or specie certificates, against $41,145,563 the year before. The large increase in coin is due chiefly to the favorable turn of our foreign trade during the past year. Of the total specie $39,599,465 ts gold coin, $5,416,403 silver coin, $495,360 silver certificates, and the remainder 0ld certificates. The high premiums paid for U. 8. bonds and the general improvement in business, which made openings for more profit- ‘able investments of cash, have had the effect of reducing the holdings of the government bonds from $59,601,990 last year to $29,504,600 this year. ‘The tnvestments in other stocks and bonds ‘have risen from $36,747,139 to $12,491927. The out Circulation has increased from $04,467,139 to $320,759,473. Individual deposits increased from. $595,523,694 to $791,555,059. By the year’s business the bonds added $3,000,000 to thelr surplus fund and $7,000,000 to their other undivided profits.
