POLICEMEN CHARGED WITH ASSAULTING A PRI- SONER.—In the Police Court this moraing Police Oficers Benjamin T. Rhodes and Norman H. Cole were charged with assaulting a young c3l- ored man named Wm. Hart, who testitled that he and another young man were arrested a few days ago by these officers, and on the way to the station house Officer Rhodes called him an insolent yellow pup, and on his replying to the remark Officer Rhodes struck him on the neck, and Oficer Cole also struck him. Other wit: esses corroborated his testimoay. Out of Door Sports. TROTTING RACES AT THE NATIONAL PAIR GROUNDS. There wasa attendance at the races at Ivy City yesterday. The races were fine ones. The tirst was for three minute horses, purse 3600. Brown Tom, Tom Meckley, Metz, Colonel Heywood, Mamle, Lady Golddi Alice Medt- um, Zeph and Walter B.. stat Zeph and Lady Golddust got off leading. Brown Tom caught them both and won the first in 2.36%. Tom Meckley was second, Colonel Heywood third, Alice Medium fourth.Lady Golddust fifa Zeph sixth, Waiter B. seventh, Metz eighth an: Mamie distanced. Brown Tom won the second heat in 2.374;, with Alice Medium second, Tom Meckley third, Lady Golddust fourth, Colonel Heywood fifth, Walter B. sixth and Metz seventh. Deck Wright took the lead in the second heat, but was passed once by Jersey Boy. ANOTHER BOAT RACE FIZZLE. A large crowd assembled on the banks of the Charles river, at Boston, yesterday afternoon, to witness the three-mile race between Wallace Ross and Frenchy Johnson. The water was Tough, and Ross was averse to starting, but both came to theseratch, and the word “go” Was given. Johnson started of at a rapid pace, and rowed over the course in 22 minutes and 15 seconds. Ross insisted that he did not hear the Word, and remained stationary. The referee decided that the race should he called again to- day. It will be remembered that some eighteen or more months ago, the District authorities gave the contract for the collection and removal of garbage to Mr. John McCauley for three years at the unusually low price of $10,000 a year— work which is continually increasing as our pulation increases, and which years before had Cost the District a much larger sum annu- ally. The competition for this work at the time of the letting of the bids ran quite high among our contractors, caused by the general stagna- tion of business and the want of work. “Mr. MeCauley, as is well Known, fatled utterly to properly perform the work, and the pubile clamor against him in consequence of his laxity constrained the Commissioners to revoke the contract, and it was given to Mr. I. Clay Jones at the same figures ($10,000 per year), he giving new bonds tor its faithful performance. Health Officer Townshend, whose duty it is to see that jthe work fs faithfully done, and who is by the public held responsible, does not think it has been well done, and states that he has had a very unsatistactory experience with Mr. Jones, as well as his predecessor, McCauley. ‘The “service, in equipment, appointments and execution, has never been up to the standard necessary to the desired efficiency, and in con- sequence of the numerous complaints of citt- zens, he has been compelled to not only require the contractor to put on more horses and carts, but has felt in duty bound to report the true State of the service to the Commissioners, who have from time to time summoned the contractor before them to explain, xc. This has had the effect of chafing him and generat- ing an unpleasantness between the contractor and health officer, who seems to be impelled by a desire only to do his duty to the public. This State of things yesterday resulted iu Mr. Jon ith his counsel, going before the Commisst rs abd having a lengthy talk, during waici the contractor stated that he thought the health cficer too exacting; that he (the con tractor) was doing his utmost to perf the dety without swamping himself entire that he wus every day at the present tline ‘sink- ing from $25 to $30, and he could not contisue to suffer this loss, being a peor man, and he would much rather refer to throw up the contract altozether, &c. efore leaving he submitted a paper to the Com- missioners recapitulating his grievances and asking that a new contract be made with him. NARROW ESCAPE FROM DROWNING.—A little six-year-old son of Mr. A. H. Clements, of the State department, who resides at the corner of 2d and Frederick streets, Georgetown, while standing on the tow-path near College pond, yesterday morning, was swept into the canal by the tow-line of a passing canal boat, and would have been drowned but tor the timely assist- ance of Harris Cumberland, a young white man Who lives In Georgetown, and who, passing in his wagon, saw the child in great danger, and bravely plunged into the water and rescued the little fellow, who received several cuts about the forehead and face, and was hurt about the shoulders, He was taken to his home, where Dr, Shekel dressed his wounds.
