It is the Only evening paper south of Philadelphia which re. Ceives exclusively the Associated Press dispatches. Persons leaving town for the season, and Sam- mer travelers, can have THe Stax mailed to them, postpaid, for fifty cents per month, the address being changed as often as desized. The money must sccompany the order in all cases. In an article on the subject of the British telegraph system a writer in the Furtnightiy Review presents some facts and figures which become of Interest in the United States in view Of the revival, in some quarters, of the project to have the government become the possessor of the telegraph lines in this country. The British government has been operatingthe telegraph in Great Britain since in isi, and while there has been a steady, even a rapid, increase in the business, the receipts have uniformly declined, from year to year, according to the writer men- Uoned. When the government took charge of the British lines, about ten years ago, the num. ber of messages annually transmitted was 6,000,000; now It 15 20,000,000; then 2,000,000 press reports were forwarded, now 22,000,009 are then 4,000 offices transacted the business of the companies, while now 5,600 are Tequired; now 11,600 instruments are necessary to do a trade that was then performed by 6,200, There were in 1570 16,100 miles of line and » Tiles of wire, while now there are 24,000 miles Of the former and 103,000 miles of the latter. ‘The decrease in receipts has been about In the Same ratio as the increase In business, so that now the residue of receipts over gross expendi- tures Is only about one-tenth of what It was in 1st. The writer in the Fortnightly Review Predicts that {f the government continues to operate the system it will before a great while have to face an annual loss {n the running ex- penses; but he does not seem to consider the fact that the extensions and extra facilities necessary have perhaps nearly all been provided in the past ten years, and that hereafter this expenditure will not be necessary. The one important fact remains in spite of the figures given,"and that Is that the government has afforded its people very cheap telegraphic com- munication with each other, and that it has not Jet fatled to make the receipts come up to the expenditures. ‘The Louisville Courier-Journal assumes that, because !t costs, upon an average, one-fourth the customs collections in Louisville, Detroit and other interior districts to pay the expense Of collecting it, there must be a short coming Of some sort, and it calls upon the Treasury de- partment to explain. The point is not well taken. Many of the customs districts are maintained more for the purpose of preventiag Smuggling than anything else. In most of them the receipts are scarcely more than the expense of keeping them up, but were they abolished, smuggling through those channels Would become a comparatively easy and protita- able business, and, very naturally, this would decrease the customs receipts at the great sea- board ports, where the Importing business of the country 1s done. As it fs, the interior or forntier districts, by suppressing, or rather pre- venting, smugyling, swell the receipts at the Port of New York and other great seaboard Cities, Decause they force the Importations to Come through the natural commercial channels, and pay the duties required by law. ——_—_—--___. A miscegenation case {s before the courts in Rhode Island, and, being the first or the kind there, considerable interest is manifested in the result. The statute ts so plain that it is dificult to conceive how the finding of the court can be In any doubt whatever. The law, which fs still in force, provides that “all marriages between white person and a negro, Indian or mulatto Shall be absolutely null and void; and the per- son joining them in marriage shall be subject @ penalty of $200." The contracting parties to this marriage are Samuel Dorrell, a coal-black negro, aged 56, and Ellen Carrington, a white Woman, of Irish parentage, 27 years old. The marriage ceremony was performed by Rev. H. Smith, the colored pastor of a Baptist church in Providence. The Virginia statute against the inter-marriage of the white and negro races which is not more rigid and specific than that in existence in Rhode Island, has been declared valid by the United States Court. * ‘The announcement of the fact that Anthony Comstock has undertaken to suppress a recent French novel has created such a demand for it that the publishers cannot print the books fast enough co supply it. Comstock, whose efforts for the “suppression of vice” have, in many In- stances, been ridiculous, and in numerous Others open to the suspicion that bribery was & moving cause, concluded that the English translation of the novel in question was objec- Uonable in a moral point of view, and that it Must be suppressed. His condemnation of the book as immoral has made it thousands of readers, who, otherwise, never would have thought of it, and it may lead his enemtes to charge that he took his action with the view of Popularizing the book and for a commission on its sales. ————_re-—__. The House committee on commerce have re. ported favorably the joint resolution submitted by Mr. Cox providing fora marine hospital on Bedloe’s Island, in New York harbor, and Con- gress ought topass it this session. The island belongs to the government, and having been practically evacuated by the military, it cannot be put to better use than that proposed by Mr. Cox's resolution. The location fs convenient to the sailors, and, better still, {t is healthy. The Sailors, by a monthly tax, pay their doctor's bills and other expenses attending sickness, and it is but right that the government should pro- Vide them with a cool, retired, healthy spot for the erection and maintenance of a hospital. ——~<re-__ ‘The positive refusal of Senator Edmunds to Permit the use of his name as a presidential candidate before the Chicago convention would doubtless add considerably to Secretary Sher- man’s strength. Next to Edmunds the Massa- chusetts delegation prefer Sherman, and the Same is probably true of the Vermont delega- ton. With Edmunds out of the way, Grant ‘Would get at least four votes from Massachu- Setts and probably two from Vermont. It wil, be seen, however, by our Chicago dispatches of to-day that the report that Mr, Edmunds has Withdrawn is most emphatically dented tn that city. ‘Prognostications on the subject are, therefore, worth very little at present. —————________, BENADINES.
