The first and most essential move tn the pro- gram of the managers of the Thurman prest- dential boom has been accomplished. The Onio democratic convention has declared tor Thur- man and instructed its delegation to vote as a unit for him. The instructions go farther and direct the delegation “to use all honorable means to secure his nomination.” Many dsmo- cratic friends of Senator Thurman do not be- Heve he has any prospect whatever of the nomt- nation at (incinnati. Many who would prefer him as the candidate of the party say he threw away his chance of becoming President when he refused to make the race for governor last year. Had he accepted the nomination and been defeated he would not occupy a worse position upon the score of availability than he now does. He has made an issue in the canvass anyhow, and could not escape from it. In the lossof the legislature and Of bis seat in the Senate, Mr. Thurman’s pros- pects went down, and it is argued that while he had nothine to lose he had everything to gain by taking the head of the state ticket and mak- ing the race for governor. There are nota few ot Mr. Thurman's friends, however, who still regard him as an available presidential candi- date, and they will leave no effort untried to give him the nomination. The Obio delegation is committed to him hard and fast. and in the event that he cannot get the nomination, what Will bis friends do with the vote of the state? ‘This ts an interesting question. especially as ‘Tilden, backed by the Bishop influence in Ohio, entertains hopes of getting that vote. There are Tilden men, as well as some Jewett men and a few Payne men in the delegation, but a large majority are not only for Thur- man, but are warm friends and ad- mirers of the Senator. The enforce- ment of the unit rule gives the majority the power to control the delegation, and ft fs not likely that Mr. Thurman’s friends are going to help Tilden to the nomination. It is as well known as any political fact can be that there ts no friendly feeling existing between Thurman and Tilden. The latter has not hesitated to ex- press his condemnation of the electoral com- mission and to declare that the party ought not tohonor any man who was instrumental fn its adoption. Prominent Thurman men have said and say still that the Tilden influence was used against the Senator's re-election in Ohio last fall. The fact that the Bishop family are sup- porters of the Tilden movement will not com- mend it to the Thurman men. In the state con- vention last year the Bishop and Thurman in- terest came into collision, and it is war to the knife between them in Ohio. For these reasons it seems plain that, failing to nominate the man of their choice, the Thurman delegation will next proceed to the not unpleasant task of crushing the Tilden boom. In democratic nd@- tional conventions the unit rule ts enforced with more vigor than in republicanZconventions, and while the Tilden men in the delegation may Squirm they will be compelled to follow the majority in forcing the Gramercy park states- man off the track. He has introduced a bill embodying substantially the provisions of the vetoed rider, and the understanding ts that it will be reported back from the judiciary com- mittee without delay. It requires that special deputy marshals shall be appointed by the United States courts, and that they “shall be in equal numbers from the different political par- tes,” thus giving the greenbackers a show wherever they may have any party organiza- ton. The pay of the marshals is not changed by this bill; it remains at five dollars per day. Upon the theory that the President's objection Was not to the substance of the vetoed bill, but to its form, this step of Mr. Bayard’s pro- mises a peaceable solution of the con- troversy. In one of his veto messages during the extra session President Hayes advised that the objectionable features of the election laws be cured by amendments, and by implication, at least, committed himself to the approval of any proper amendments. It is universally admitted that these election marshals, who are paid out Of the public treasury, should not be partisans, and should not be selected with any view to Partisan work. Therefore, the proposition that the marshals should be appointed by the courts, which are supposed to be above partisan feeling and prejudice, met with general favor, and the Prevailing impression ts that the President will approve a separate bill like that of Senator Bay- ard’s. ae The New York H-raid booms for Hamilton Fish as a candidate upon whom the antl-third- term republicans can concentrate. The Heraid says of Mr. Fish. that his conceded Wisdom and ripe experience in public affairs would inspire confidence; that no objection could be made to him on party grounds, for he nas been a steady and con- sistent republican; and that he fs proof against eriticism from the supporters of the ex-Prest- Gent for the reason that he was the late Presi- dent's “most trusted adviser from the beginning Yo the end of his administration.” The difficulty is that the third-termers show such an exceed- ingly critical spirit that quite likely the mere fact that Mr. Fish :as “(he trusted adviser” of Grant will Kill him with them. ———_ere-___ It would require half a dozen lightning calcu- Jators to keep up with the figures dafly put out by the supporters of the several candidates for the republican nomination,to show the strength Of each and demonstrate the certainty, in such Case Of a nomination on the first ballot. The claims In behalf of each candidate differ so Widely that there fs no such thing as reconcil- ing or making them consist with the actual number of delegates elected. There ts one fact, however, that merits consideration. That is that even the bitterest opponents of Blaine do not pretend that any of the delegates instructed for him will do otherwise than carry out those instructions. There {s dissatisfactioa and threatened rebellion in delegations that have been Instructed for Grant. In New York and Pennsylvania, at least, several of the delegates Openly declare they will not obey the orders of the state conventions. ———<ce- ‘George B. Roberts, who succeeds Col. Thomas A. Scott as president of the Pennsylvania rall- road company, has made his way, like Mr. Scott, by pureforce of merit. Hi. Robertson, of the New York republican dele- gation to Chicago, in a letter published to-day, against the unit rule and in favor of Mr. Blaine, means Something more than the disaffection of one man from the decision of the Utica conven- tion. Judge Robertson ts one of the most in- fuential men in the party, and will be very sure to have a following.
