THe Star, double-sheet, of eight pages or fifty-six columns, will be an interesting num- ber to-morrow. Advertisers and news dealers will confer a favor by sending in their orders early for the enlarged and extra edition. The manner in which the sharps of Wall street fleece the flats who trust them with money for speculative investment Is very plainly Mlustrated by the developments of a law suit now In course of trial in New York. The victim in the case, a lady, Miss Livingston by name, met the family of a broker at Saratoga in the summer of 175, and, in the course of a conver- sation with its head, stock operations were spoken of. The result was that she placed $1,000 in his hands for the purpose of specu- Jating in stocks on her account, the generat understanding being that the broker was to use his own discretion entirely in buying and selling, she expressing her willingness to lose that amount and agreeing to furnish more It necessary, but hoping of course to double or treble ft, as dupes always do hope In such cases. ‘The broker began his operations on the i7th of August, and rendered written or oral statements of his transactions, from time to time, until the 2ith of December of the same year, when he presented his final statement of ac- count for settlement. This document, which indicated both profits losses, in various transactions, showed a general loss during the whole te! don all the business done, of about $00, or a shrinkage of the origi- nal capital from $1,000 to $700; but it contamed also a charge of $ 50 for commissions on the several transactions. At this Miss Livingston was first frightened, then indignant, and iinally became stubborn. She refused to pay, and was sued In consequence. In the course of the trial the broker was com- Pelied to exhibit his books, and these disclosed the fact that one or more “transactions” were made for his customer on every one of the 111 days intervening between tlie hot August and the 27th of December except 29, and of these 19 were Sundays and % were legal holiday: when the stock exchange was closed. There Were in fact 356 operations on her account dur- ing that brief time. The gross amount of pure chases and sales stated at par were about $3,500,000, and the alleged actual buying and selling prices amounted to $2,250,000. The pur- chases were often made in the morning and Tepeatediy closed out on the same day. The Very Same stock was repurchased on many occasions within a few hours after the sale. ‘The variations of price between the cost and selling price in many transactions did not ex- ceed one-fourth of 1 per cent., but on every purchase or sale the broker charged bis regular commissions, which amount- ed to an average of nearly $0 per day. Comment on such a rascally performance as this is hardly needed. Yet it 1s doubtful whe- ther its exposure will prevent a single other moth from flying into the alluring fame, as Miss Livingston did. But think of it fora mo- ment. Fifty dollars per day profit on a capital of $1,000, furnished by somebody else! From a Wall street point of view, this ts not bad manage- ment. At that rate it dosen't take long nor many nor very rich customers to set up a brown stone establishment on a fashionable street. As Dr. Pangloss would say, under the circum- stances, “for this are we brokers.” Bismarck’s object, which he hoped to ald by Proposing to resign, is to remodel the constitu- tion so as to change the rule of representation in the Bundesrath. The legislature of the Ger- man empire consists of two houses, very simllar in thé plan of representation to our Senate and House of Representatives. The two houses are called the Bundesrath and the Reichstag. The latter consists of members, which are appor- tioned among the several states according to population, and corresponds with our House of Representatives. Prussia, by reason of its pre- ponderance of population, sends 236 deputies to the Reichstag, a majority of the whole number, and thus controls Its deliverations. Tae Bun- desrath consists of 59 members, who are appor- tioned equally among the states, upon ihe same Principle as our Senate. Prussia has only 17 of these members of the upper house, and 18 con- Sequently in the minority. In short, though Prussia contains more than one-half the popu- lation of the empire, It has less than one-third the representation in the upper house. The Bundesrath ts invested with functions very Similar to the . S. Senate. and it isin that house that Bismarck meets with opposition in his plans of government. Therefore he wants to amend the constitution so as to apportion the representation in both houses upon the ratio of population, and thus give to Prussia absolute control of legislation. ‘The belief seems to be gaining ground in New York that the report of Tilden’s withdrawal from the presidential race is based upon solid- ground. The refusal of Tilden himself to con tradict the report has induced a great many to credit it, and the grow!ng bellef In its truih is, itis said, largely influencing county conven- tions In the choice of delegates to the coming State convention. The anti-Tilden workers are Making use of the report and ail corroborating circumstances to weaken the old man. It is now announced that the ‘Uberals are preparing to tsolate the home-rule Vote and enforce a decided policy of their own ‘With regard to all matters of government. The hope of the home-rulers was that the elections might result in giving them th balance of power in the next house.
