NOYES....Editor. he Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper @ublished in Washington, and equal to that Of all the other daily papers here added to- oether. The President Upon Capital Punish- ment. The President is reported by the Washington correspondent of the Cincinnati Commercial as saying recently that an erroneous impression had been made public in regard to his position on the subject of capital punishment. He said that not only was he not opposed to capital punishment, but to the contrary he wasa stanch advocate of it. When he was governor of Ohio he had said that no woman should be hanged during his incumbency of that office, and he Supposed it was from this that the idea had been conveyed that he was opposed to capital punishment. In regard to convicted murderers in this District, present or prospective, the President intimated very plainly that no merely sentimental considerations should have any weight, but that any mitigations or commuta- tions of sentence would be due to reasons which properly should weigh. So far as any of the convicted murderers now here are concerned, the correspondent adds there is no reason what- ever for any belief that there will be executiva interference. It ts satisfactory to know that the President entertains these wholesome views upon the punishment of crime, at least where male crim- inals are concerned, and it is to be hoped that mone of the desperate classof women afloat here will commit capital crimes withthe ex- pectation of executive clemency saving them from the gallows. His position as President of the United States is so different in relation to criminals under the death penalty from that held by him as governor of a state that It would be very unsafe to count upon his interposing to save either sex from the sentence of the courts, This view of the case is supported by his state- Ment quoted above, “that no sentimental con- siderations should have any weight” with him in regard to convicted murderers in this Dis- trict, present or prospective. —_«re-____ Notwithstanding the fact that Illinots Is classed among the states that are reliably re- publican in the coming presidential election, there is active and aggressive competition among democrats for control of the delegation tothe Cincinnati convention. The fight over the primaries and nominating conventions is a one. Ex-Governor Palmer has boldly taken the field in his own behalf, while Con- gressman Morrison and Senator David Davis are relying upon friends to take care of their respective interests. Palmer is heavily handl- capped by the report that his candidacy is only aside move in the interest of Tilden; that his purpose is to secure as many delegates to the state convention as possible and at the last mo- ment withdraw with the view of turning them overto Tilden. Mr. Morrison has assented to the use of his name, and he said at the Capitol a day or two ago that he intended to make the very best fight forthe state delegation that was in his power. Senator Davis’ friends are counting largely upon having him accepted as a compromise, or rather a3 a harmonizing candidate after the convention shall have wearled of a contest between Morrison and Paimer. Therefore, the Davis men are not ag- gressive. They urge, in behalf of their candi- date, that he could carry Illinois by drawing support from independent republicans of the old school who were friends of Lin- coln. But itis patent that the democrats do not Tepose the utmost confidence in the politics of Senator Davis. They are afraid that he is not thoroughly imbued with the spirit of democracy, and that, if he were elected President, his old republican friends might have more influence with him than anybody else. The active fight for the Illinois deiegation to the Cincinnat; convention is, therefore, between the Morrison and Palmer men, though the Davis men are looking on and, in a mild manner, getting dele- gates where they can. Should the republicans, at Chicago, nominate as their candidate a popu- lar man, who would command the entire sup- port of the party. then possibly the democrats, at Cincinnati, might take Senator Davis as their candidate; but they will not be apt to choose any but a tried and true democrat unless the fight before them shall present the aspect of a forlorn hope. + ‘The debate tn the House yesterday was very lively and at several points became exceedingly personal. The protectionists are not willing to risk a tariff bill with any other committee than that upon waysand means. They have thor- oughly tested the sense of that committee and know that it can be relied upon to smother or kill every measure having for its object any re- duction of the tariff. Therefore the protec- tlonists were indignant when they discovered that a bill contemplating wholesale tariff re- ductions had been referred to the commitiee on revision of the laws, where it would probably recelve favorable consideration. The effort to send the bill to the ways and means committee met with a huge obstacle at the outset in a ruling of the Speaker that {t was not compe- tent to reconsider the reference of a bill intro- duced on Monday—regular bill day. Insinuations that the bill had been “smuggled,” in and that the House had been deceived were denounced as “willful and deliberate falsehoods” and numerous other expressions not recognized in Parliamentary rules were indulged in. The fact is that the tariff revisonists seem to have employed a little strategy, such as fs not un- common even in the House of Representatives, to earry a point, and theiropponents were not Wide-awake enough to discover it at the time. Had an objection been raised at the time, to the proposed reference of the bill, it’s friends could have insisted upom their point and then the majority would have had to decide It. One of the grievances complained of by the Striking piano makers of New York is the fact that their employers advertise their business. ‘To use their own language: “If competition is strong, the manufacturers [of pianos) should rather curtail expenses, and not pay $50,000 to $75,000 a year for advertising, instead of refus- ing a small advance of wages when the neces- Sarles of life have risen.” Nothing could well be more absurd than such reasoning as this, and nothing could more effectually injure the interests of the workmen themselves than to put their theory into practice. As any intelli- gent person knows, the prosperity of the plano ‘business has been largely, if not wholly, due to ‘the extensive and systematic manner in which it has been advertised. sut for the adoption of ‘this important ald in the sale of their wares, the majority of the plano makers in the coun- try would have been infinitely worse off than they now are. At the same time, it Indications are worth anything, his chances for election by the people seem to be decreasing. At any rate, itis becoming apparent that if he is to be elected that result must be accomplished ‘without the ballots of that portion of the Ger- man vote which has heretofore acted with the Tepublican party. Whether this can be done, ‘the leaders of the party, or at least that portion ‘Of them who seem determined to force the nom- {nation of Gen. Grant have probably considered, and they are doubtless preparedto go into the Canvass on the conclusions they have reached im the premises. The responsibility is with hem, and this responsibility they cannot shirk. ‘They have had abundant warning. ‘The glory or the shame, as the case may be, must be heirs, aad theirs only, ———___ ‘There are forty-four candidates for the va- cant U. 8. judgeship in Kentucky.
