THE EVENING STAR. DOUBLE SHEET. WASHINGTON, SATURDAY..............March 6, 1880. CROSBY 8, NOYES....Editor. published in Washington, and equal fo that of all the other daily papers here added to- getner. ————————— Another shocking outrage case of a negro upon a school girl is reported in Tax Star to- @ay. As the crime was committed upon Vir- ginla soll and the offender has been identified of this character. His execution will be swift, whether under the forms of law or the shorter process in vogue in the neighboring states of Maryland and Virginia in punishing this atro- cious grime. While lynch law fs not to be de- fended in a general way, there is this to be said in its favor that the brute who Is executed in this manner under public execration has no chance to figure in the trial room as a distin- guished criminal, or upon the gallows as a relig- fous hero about to step into the joysof Heaven. It is to be feared that the distinguished consider- ation given to atrocious criminals in their trial and execution has anything but a wholesome eect in making crime odious. ——<2--___ In the opinion of a number of democratic papers the recent dissenting opinion of Judge Field in the negro jurors case stamps him as the man whom the party should place at the head Of its presidential ticket. Judge Field has been mentioned quite prominently as a suitable can- didate for his party for some time past, but the Suggestion to run him upon the merits of his Tecent dissenting opinion will scarcely be car- ried out by the Cincinnati convention. The de- mocracy could not more sorely invite defeat than by making a canvass upon a platform based upon states rights. The merits or qualifi- cations of the candidate would have but little weight upon a platform of that kind. The ex- tra session and the subsequent elections dem- onstrated that in making an issue of states rights the democrats only contribute to the success of their opponents, and after that lesson they will not be likely to make the presidential fight upon that issue. —___~+o-+___ The joint resolution introduced by Senator Morgan, declaring that Indians born in the Tonited States are citizens, and giving the rights Olcitizenship in the states where they reside, ‘vGi bring this whole subject before the atten- ton of Congress, as the Senator intends to deli- ver an argument in support of his resolution. ‘The Indian problem has been a most perplexing one to our government, and by some very able ‘minds it is maintained that the chief cause af ‘trouble grows out of our policy of treating them aS a separate or independent people, to whom a special sywtem of government must be applied. It ts conceded that the Indians in the British provinces are more orderly and peaceable than those in the United States, though many.of them are of the same tribes as those upon our territory. The British policyis to recognize them as subjects and hold them amenable to the laws as such. For some time past an increase in the number oft Chinese in New York has been apparent to those who watch the indications of the times, but since the raid upon them in San Francisco the influx has been so large and rapid as to at- tract the attention of even the unobserving. A distinctively Chinese quarter, much like those of the Pacific cities, has grown up in that part of the city in the Mott street district (between Broadway and the Bowery) where there are hotels and boarding-houses and grocery stores of the true Mongolian type, and where the new- comers from San Francisco are clustering as fast as they arrive. —__—_e--__ Though the local democratic committee thwarted Tilden’s scheme to engage all the principal hotel accommodations during the sit- Ung of the democratic convention, the wiley old candidate has managed to get control of the best part of several hotels. He had a number of his friends telegraph for rooms in their names and when they were secured they were Placed at Tilden’s service. This plan was worked at St. Louis with so much success that ‘Tammany was forced to make tts headquarters on a back street. It frequently happens that a state delegation will find itself provided with very poor quarters at a national convention and Tilden appreciates the pleasing effect that can be made by offering such delegations choice rooms in a first-class hotel. —__—__-+e2-____ ‘The reform in spelling, which has made con- siderable progress in this country in spite of the ridicule and other opposition to which it has been subjected, has also gained consider- able footing in Germany, conservative and op- posed to change as the people of that country are well known to be. Several of her leading ‘publications, conspicuously among which is the influential and popular Kolnische Zeitung, have dropped superfiuous and silent letters, such as the second s in iss, the silent o in such words as (neil, rath, noth, muth and thelr compounds, the h in the terminal (/um, the second 4in waare, and so on. ‘The word sent north from Florida by Editor Francis that the republican sentiment in that state is unquestionably for Grant, and that Blaine is its second choice, is doubtless true; but it can hardly be censidered important, ex- cept in so far as the preferences of the Florida Gelegation may affect the result of the Chicago convention. The chance of the republicans be- ing able to carry asingle southern state this year with any candidate they may nominate is so slight as to scarcely amount to a possibility, and any shaping of the campaign with this hope in view will show such a want of sagacity in the managers of that party as to prove them in advance unfit for the duties they have under- taken to perform. As well might the democrats make their canvass on the basis of expecting to garry Vermont or Iowa. ——_~++-—__ Gov. Holliday’s veto of the Virginia debt bill will put a stop to any further financial legisla- tion in that state for the present. The read- justers cannot muster a two-thirds vote, and as the time fixed by the constitution for the ad- jourament of the legislature is at hand they ‘will be forced to make another fight before the people. The prominence of national politics in the next election will partly overshadow the debt question and preclude any calculation as to the result. ‘There are 126 new advertisements in Tas STAR to-day, making over seven columns, or more than one entire page of the paper. ““My mother drove the paral all out of her sysvem with Oswego Sw ysis and neur: (op Bitters."— DOUGLASS’, Ninth and F its., St, Cloud BY ag, CONTINUATION OF THE GREAT SALE OF LADIEW UNDERWEAR FOR ONE WEEK LONGER.
