This number has not been exceeded by any paper published south of New York city, with possibly two ex- ceptions, and but by few in the entire country. ———~--—____ Vaccination a Good Thi ‘The tnc ble benefits to humanity of Jen- ner’s discovery of vaccination leaves no room for doubt but that small pox isa preventable disease. Proper vaccination and ilmely re- vaccination, it has proved over and over again, will certainly protect any community from variola. Yet. with this knowledge in the posses Sion of all, an unaccountable apathy prevails on the part of the people to availing themselves of this sovereign preventative of small pox. Hence this loathsome disease recurs from to time in all our large cities. Where les the fault of the bon-application of this protection, and what is the remedy for the neglect to secure safety to every person in the community by vaccination? It is not doubted, we opine, that protection from small pox is now more safely, cheaply and certainly obtained than exemption from almost any other disease. This, we believe, is fully known to the public. This being true, why then should there be any anxiety in the minds of the people of the District, as to small pox? ‘There is no occasion for alarm, and there never should be ;With so potent a remedy at hand_ A good vaccination gives almost absolute im- munity from this dreaded disease. The num- ber of cases of small pox now existing, Or which have occurred in Washington this winter does not justify the apprebension that it will or can become epidemic. Cities of the size of Washington are never, for any great length of time, without some eases oceurring in them. The guardians of the health of the city are now doing all the; in to Secure a pretty general and thorough vaccination of the whole community. ‘This is proper and commendable, but care should be taken to avoid any action or publication cal- ulated to lead to the false impression that the disease is epidemic here; thereby needlessly alarming both our own citizens, and strangers now in the city or who contemalate coming here. Unless it is held that nothing short of creating a panic tn the minds of the people will secure general vaccination, it will be best not to treat the matter sensationally, or to magnify the proportions of the disease in any way beyond the exact truth. But let the community remem- ber that they have at all times the means of giving to themselves and their families com- plete protection by timely and thorough vac: nation. ‘The letter written by Mr. Charies O’Conor, of New York, to the democratic club of Essex, N.J., on the anniversary of General Jackson’s vietory at New Orleans, is a puzzle to the public, Mr. O’Conor has all his li e, or at least ‘Since he was old enough to express an opinion, been a most unyielding, uncompromising dem- ocrat. He would not, in 1872, lay aside his democracy long enough to vote for Greeley, and because of his rigid adherence to the party faith and organization he was made the presi- dential candidate of the “ unterrifled” demo~ crats. In his letter to the club Mr. O'Conor has astounded the public by proposing that “the separate state governments should be abolished.” State rights 1s the coraer stone Of the democratic structure, and how could the party survive its overthrow? Mr. O'Conor does not seem to think there would be any trouble whatever in suddenly changing the entire policy of a political party. He appears to re- gard {t as only necessary for somebody to tssue anorder for the democracy to “avout face,” and in a single turn they can march in a differ- ent direction from that they have always pur- sued. In his letter he insists that his proposl- ton could not be accepted by republicans because, he says, “the dissensions and civil war in which their (the republicans’) party was born, nurtured and matured, grew out of the state organizations. Without them its bloody- shirt sectional cries must cease to animate and their party perish.” He would also abolish the President and ihe United States Senate and es- tablish a “legislative corps,” substantially the Same as the House of Kepresentatives. He Would have an “executive chief selected by lot from the legislative corps,” this chief to serve one month and be fn lieu of the President. He Would not allow the “legislative corps” to mect in session except when some legislation was lan 1s centralization in the extreme, and would virtualiy wipe out the Constitulion as well as our form of government.
