The Potomac Boat Ciub Regatta, Yesterday the tenth anniversary of the Pote- mac Boat Club was celebrated with the usual vim by itsmembers. There were races in the afternoon, and a trip to Potomac landing in the evening, and a dance in the pavilion there. The racing began at 5:30. The balconies of the boat bouse were crowded with ladies and gentlemen, and the wherves fora considerable distance, either way, were lined with spectators. The course was from a point opposite the boat house to the Aqueduct Bri ue and returo— nearly a mile. It was well policed by Captain Howgate’s yacht. Mr. Gibson, in one of the barges, started the crews. The first race was between two single sculls, manned by Messis. T. L. Cropley and W. F. Roberts. At the s'znal to start Roberts took water first, and after a hard pull began to forge ahead. He turned the stake boat at the bridge two lengths ahead of Cropley. The latter spurted again and again, but Robeits kept ah and when nearing the judges’ boat increased his lead to four leagths le won the race by about that distance in 7:05. A race between two double sculls, the Fatry and the yr followed. The Fairy was . B. Cropley and Rudoiph Kauif- mann; the Zephyr by S. H. Wheeler and R. L. Cox. The Zephyr fet off ahead and main- tained her vantage, but had to pull hard to do So. She turned the stake boat a length and a Dr. The Intention of Congress in the Water Law. Editor Star:—Having seen several publica- tons in reference to water rents, and as this question 1s of interest to the citizens at this time, and as there seems to be considerable dissatisfaction with the action of the District Commissioners in fixtng the rate of water tax on the assessed value of the houses that take the Potomac water, I propose to state the In- tention of the committze of the House on the District of Columbia. Hon. Mr. Hinckle, of the committee, was ordered to report the bill; the writer of this article was present In the ‘com- mittee-room with Mr. ee pny inqatred of him what the committee had dove on the ques- uon of water rents. He replied that they had agreed toreport a bill for uniform rates; that 1s to say, all houses having a hydrant in the yard and no water in the house should pay the lowest rate of rent; houses having water in the kitchen, one bath room and one water closet, a slight increase, and houses having several bath tubs and water closets, a higher rate, aud so on in proportion to the amount of water used. 1 sald to Mr. Hinckle, ‘You mean to say this that aman ts to pay for what he gets?” He replied: *‘ That is it exactly.” it was the intention, therefore, of Congress in the law to provide for a uniform rate of tax on the number of closets and bath-rooms, «c., and not on an assessed value of the houses. Con- [i intended that the smal' houses with one bydrant should RY, the lowest tax, and the class of houses with one bath and one closet so much, or in proportion to the amount of water used and the number of closets and bath-rooms to be supplied. ‘This would be fair and just, but on the assessed ve'ue of the houses it would not be just. We will suppose a case: On one side of a strect there ts a row of two-story houses cele! water on the first and second floor:; these houseS costing abort $1,300 each, a On the other side is a row of three-story houses, with water on the first and second stories only; the water fixtures similar in all respects to those in the two-story houses, and the three-staiy houses costing $2,490, and 80 assessed. Now, I ask, would It be just to charge more tax on the three-story houses than on the two-story houses, when the same amount of water, or near it, is used in both rows of houses, the tixtures ‘belng the same? Barker secretary. Mr. Clarkson, trom. the mages meeting committee, made a report re- commending a postponement to the 16th in- stant; adopted. Mr. McDonald, from the or- ization committee, reported that the clerks half ahead of the Fairy. The pull back was for all that both the crews were worth. The Zephyr kept her lead, however, and came in winner by two and a baif lengths. Time 7:30. The third race was between the four-oared shells Potomac {and Sarat manned respec- uvely by W. Parris, bow; A. Whittington, No. 2; A. Spyder, No. 3; J. D. Doyle, stroke; and J. E. Gadsby, bow; L. Moore, No. 2: G. dounson, No. 3; R. Kauffmann, stroke. This was not much of arace. The mac got away first. The Saratoga steered way off her course, aud Scemed w aim for the opposite shore. After straitening out she did some puiltog, but bad ‘ost too much by wild steeriug to make out agood second. . The time was $:5. Gobright in thechatr and Mr. W. 5. Reed :secretary. The subscription com- mittee reported that 150 shares of stock had been taken, representing $15,000, which Is three- fifths of the amount necessary’ to start the en- terprise. The secretary stated that he had re- ceived a communication from Commissioner Puelps, stating that owing to bis absence from the city he nad been unabie to take etive pat m the movement, but that he would be eard from hereatter. A committee of five was appointed to canvass the city for subscriptions, the chalr selecting Messrs. Barbour, Blackburn, Boteler, Browning and Reed. Mx. Hran Murray, a well-known contractor of this city, died quite suddenly at Fortress Monree, on Sunday. Mr. M. went down on the Lady of the Lake, Saturday evening, and on the way down complained somewhat, and going ashore at Old Point he grew worse and dled as ve stated. He thought that the assem- bly coulddo much by getting up a test case. He asked that the committee be discharged and another committee be appoirted; agreed to. Mr. McDonald said {t was proposed to hold a national convention of tallors some time dur- ing August, and that strong efforts were being made to have tt meet in Washington. There were 29 unions. Church, 4th and D streets southeast. Some eight or ten years ago this scclety erected an elegant two-story brick edifice, at heavy cost. Last Sabbath was the day for their final “rally” to wipe out the balance of the debt. At Sp. m.. Rev. Geo. V. Leech, of 4th-street. M. E. Church, breached to an overtlo audience, on “The ib of God taking aw: In.” After the sermon the classes, headed by their leaders, marched to the frontof the chance! An ark, intended to be a simile of the Jewish “Ark of Covenant,” was located there, on the top of which each individual placed an envelope containing his personal contribu- tion and donations solicited by himself. During this marching, choir and cot gation, with organ, filled the church with stirring “Songs of Zion.” The enthusiasm was intense. ‘ell might it be, for at the end the energetic younr pastor, Rev.
