It is thought that a bill to legalize divorces matrimony as a matter of business would seem to incline them to the adoption of a law which Offers some remedy for tie matrimonial Infelici- tes that result from the way in which their Marriages are made. As far as offences against the civil law are concerned, the granting of divorce under certain limiting conditions to such mis-mated couples has @ tendency to lessen crime. To one looking at the matter from the Roman Catholic standpoint there can be, of course, no perceptible advantage. In fixing the conditions upon which divorce is to be granted, France should profit by the warning whieh 1s furnished by the evil results of tie facility with which legal separation with permission to marry again is obtained in the United States. The @ivorce system in this country fs an abomina- ton. The ease with which divorces are ob- tained on small groundsor no grounds at all tends to make the peopie a nation of free-lovers. It is not only in the West that divorces are hor- Tibly prevalent. The evil is found tn the strong- holds of Puritanism. In Massachusetts there is @ considerable yearly increase in the num- ber of divorces, and the number of Marriages shows an annual falling-off in Spite of the growth in population. In Connecticut the ratio of divorces to marriages is about one to eight. They are half as many in Vermont, while Rhode Island shows a ratio fone to thirteen. New York could doubtless furnish some interesting statistics on this sub- Ject, since it has been shown to be possible for @M unmarried man to obtain in that city a di- Vorce from an imaginary wife. There is con- troversy over the marriage laws in italy as well asin France. The government must determine What constitutes a legal marriage since the de- Cision of questions of inheritance and others dependent upon legality of marriage fall within its province. In the exercise of its prerogative it has made civil marriages compulsory, and ‘thas forbidden the religious ceremony as illegal ‘Unless preceded by the civil union. It is natural and reasonable that Roman Catholics of italy should feel aggrieved by this legislation. —_—_—_~e-_____ It will be seen by the report elsewhere that the sewage nuisance upon the river flats is again manifesting itself in a way to seriously ‘threaten the public health. The problem how 0 abate this nuisance is one that must be dealt ‘With at the earliest possible moment, and in the _ Meantime the Health department will have full in keeping it measurably in check ‘by the use of disinfectants. ‘The political parties in Maine seem to be in a State of disintegration, or evolution, that makes i difficult to forecast the result of the fall @lection. The republicans have suffered trom greenback defections, and the democrats will only nominally put a gubernatorial candidate in the field.
