WASHINGTON: +:-+--April 14, 1879. A dispatch from New York says that the de- of J. P. Morgan, of the banking house of J. Drexel Morgan & Co., and Charles Laurier, of the Third National bank, of New York, tor London, ts understood to be in the interest, of a new syndicate in selling abroad the four per piel which are to be sold to refund the 10-40 joan. These gentlemen may represent a combi- nation, who are desirous of securing a large share in the new sale of the four per cents; but they have no contract with the Treasury depart- ment as a syndicate, nor will they have. Sec- retary Sherman is now preparing terms upon which he will sell the four per cents. This ‘Sale will be open to all. There will be no con- tract made other than will be contained in the ; forthcoming circular. If the combination re- ferred to wants to procure $50,000,000 of four per cents. for the foreign market, it can do so, but upon the same terms that anybody else could procure the same amount. It is evident that when the refunding of the ten-forties is commenced the end will be very near at hand. ‘There is a demand for four per ceats. from ail quarters. A sufficient amount to wipe out the about $194,000,000 of ten-forties will soon be taken. The termination of this operation will probably be Secretary Sherman's last work in connection with refunding the national debt, ‘The next bonds subject to call are the five per cents of i851; or time beyond the termof service of the present Secretary of the Treasury. ee ee A Lesson to Congress.
