THE STANLEY-HAzEN CoURT-MaRtiat in New York, Thursday, decided to first try the case of Col, Stanley, who 1s charged by Col. Hazen with defamation of character. Col. Stanley objected on the ground that his charge of per- jury and cowardice against Col. Hazen ante- dates the latter's charges, but the court ruled against lim. The judge advocate then read the charges. The only witness called was F. L. Hosmer, of the New York Times, who tes- ufied to the’ correctness of an interview had with Col. Stanley, in which that officer emphat- feally declared that Col. Hazen was gullty of cowardice, THE Hovse ComMitrge List as announced yesterday is published on the third paze of this paper. Speaker Randall left blank places for the vacant seats in Congress on several of the ccmpluittees. Among then Is a vaeancy on the committee on commerce to be filled by the appointment of a member from the Pacitic coast alter the Cailfornia election. FRANCIS 8, WALKER, superiotendent of the census, arrived in the city this morning. Tae preliminary organization of the census bureau will soon be perfected. It 1s announced that no appointments wil be made before Suly 1st. A circular to applicants for posttions a3 eau:ne- Tators, etc., Will soon be issued. Svupscrirrions to the four per cent. refand- ing certificates to-day amounted to $29,200. Moses had ancther interview with the Sec tary cf the Interior this morning. He will noi call upon the President before the middle of bext week. He strongly resembles Henry Ward Beecher in appearance. He re: oles Nez Perce Chief Joseph, too, in being Il the latter “the most remarkable of living I Tadians.” ‘THE Work Of removing the old records and accumulated paper in the store-rooms of the War Department to the new building for the War, Navy and State Departments, was com- menced to-day. THE SENTENCE OF CapT. LEE.—The proceed- ings of the court martial, Colonel C. H. Smith, oth infantry, president, which convened at Fort Sill, Indian territory, in November last, to try Captain P. L. Lee, 10th cavalry, were made public to-day. tain Lee was charged with violation of the 26th article of war, in that he challenged Lieut. = R. The sen Uence Is that he be reduced on the list of arm captains and forfeit to the United States $500 0 his pay at the rate of $50a month. The Presi dent approves the proceedings and fladings 0 the court, but upon the recommendation of tn judge advocate general commutes the sentene “to forfeiture of pay of $50 for one month.” SECRETARY SHERMAN Will go ahead with the refunding of the ten-forty bonds and the sale of four re cents for that purpose. A circular which the Secretary will Issue next week wil prescribe terms, which, as the Secretary has already announced, will not be as favorable as heretofore. Abcut the House Committees. There does not seem to be much general dis- Satisfaction with Speaker Randall's committees. ‘The universal optnion of those who opposed his election as Speaker 1s that he has acted in a spirit of liberality and fairness, and has shown a good deal of consideration for the members who moved heaven and earth to defeat him The ways and means committee 1s pretty evenly balanced, with probably a shade in favor of the free-traders. ‘The banking and currency com- mittee cannot be called a radical soft-money committee. Undoubtedly & majority favor a the colnage and making it free; but it cannot be called a committee radically opposed to the national banking system, or one which will advocate any measure which will hamper Secretary Sherman in maintaining resumption. The Pa- cific railroad committee ts probably inimical to subsidies, aud will hardly prove popular with the Texas Pacific interests, and much less 30 with the Northern Pacific, because there are enough scuthern men on it to defeat the exten- sion of the charter of the Northern Pactfic com- iby if the claims of the Texas Pacific are ignored. The coinage committee, like that of bankin and currency, is a silver committee, and will no doubt work to get a free silver bili through. The committee on appropriations is considerably strengthened by placing on it Blackburn and McMahon. Oa the commerce committee the Speaker has placed only two members) who represent the interests of the lakes. The Placing cf Hendricks B. Wrgl ht as chatr- man of the committee to inquire tnt the causes of the depression of labor seems to be rather a Quixotic assingnment. Mr. Randall seems to have decided the committees between the sec Ulons with exceeding exactness. There are lifty-cne committees. Twenty-five chairman. ship have been assigned to the north and twenty-five to the soutlt. The best committees though are assigned to southern chairmen ‘The judiciary comititee is an able one, but there fs a good deal of comment over the re- moval of MacMahon, of Ohio, to m: room for Frank Hurd of the same state. MacMahon last year led the fight against the insurance companies who sought to bag the Geneva award fund while Hurd was the attorney of the com- panies. As the distribution of this fund will again come before that committee, it 1s held that Burd can sit with bad grace on the com. mittee ina eee capacity. The greendack- ers have been well placed and are well pleased , Ex: oop Robeson 1s assigned to the com- mittee on the ventilation oft the hall of the House and on foreign affairs. He rather ex- ected to be assigned to the judiciary commit- , and 1s of course disappointed. Taken as a whole though the Speaker seems to have had gocd judgment and remarkable tact. The committee on the District of Columbia is largely made up of new members. The chatr- mab, Gen. Hunton, has served two termson tne committee and knows well the wants of the District and will undoubtedly act in the spirit of liberality. Messrs. Henkle, of Md., and Bouck, of Wisconsin, the other members hold- ing ove er, have also shown capacity and intelli- gence in dealing with District affairs, and their retention upon the committee will be most ac- ir. Clark, of New Jersey, has served two years in Congress, and made an excel- lent record on the military committee. Mr. fence of Delaware, is serving his first erm in Congress, and is ken of a3 a man of intelligence Mr. Samford, of Iowa, 1s also a new member, but displayed « considerab!e ability in debate on the army bill. Mr. Klotz a., is a new member (whose seat 1s contest- ed by "General Albright) with a reputation for ability.
