Nothing is more certainly established in gardtot tal disease than that it can be nfined in one locality and stamped out of istence by the prompt adoption of such ‘eetive methods as are well known both to e medical profession and intelligent muni- ‘al authorities. Bearing this fact in mind, S only necessary, in orderto beget a feeling confidence, to examine the conditions by iieh we are surrounded. In the first place, ad notwithgtanding all that has from time to + me been said to the contrary by ignorant and vlieious persons, Washington is an unusually ean and hea thy ei Furthermore, it pos- sses a large body of resident physicians, at ast equal in professional skill, experience nd fid to those of any city in the country, ad which has, as it deserves, the full confi- ence of the community. Behind, or perhaps ‘e Should say in front of, these, is the District ealth Officer and his corps of vigilant assis- tants, with ampli powers for any contingency ikely to arise: and at his back stands the seneral government, able and ready to adopt and enforce any special measures that might be deemed necessary for the protection of the capital, without the indecision and delays which too often mark the action of ordinary city governments at such times. Further- more, Washington is the headquarters of the medical departments of the military, naval, and merchant marine service of the country, respectively, all the varied and valuable re- sources of which could and doubtless would be made available at once, in case of extra ordinary need. With these exceptional advantages in our favor, suppiemented by timely and energetic action on the part of both authorities and citi zens, there ought to be no alarm, nor cause for special anxiety. It isnot too much to say that no other city in the country has sueh a combi- nation of facilities for combating the disease, should it unhappily make its appearance, and they should also go as far as anything can to prevent demoralization in thatevent. But, of course, these advantages in our favor will not of themselves secure immunity from danger. No proper precaution should be intermitted because of the supposed favorable conditions which exist. The history of the disease every where shows that exemption can only be se- cured by early and active co-operation be- tween private citizens and public authorities in every step that will prevent its introduction or arrest its progress once it gains a foot hold. —_--re —__ Though the tragic element is becoming pre- dominant in the play now in course of per- formance on the European stage by Austria and Turkey, there is still something of the farce about it. Ata meeting of nations it is solemnly decided to be for the temporal and eternal good of the Bosnians that Austria Shall temporarily occupy their territory. Aus- tria accepts the duty which Europe has im- posed upon her with well feigned reluctance. Her troops cross. the border. The Bosnians, absurdly enough, resist Austria's attempt to place herself in a position where she can pro tect them from outrages, ameliorate their phy- sieal condition, and improve their morals. Then Austria, as if struck with the sudden thought that the work of reforming and civi- lizing the Bosnians will take more time than she had at first calculated, announces to the Porte that in the event of more bloodshed in Bosnia and Herzegovina, she will definitely annex these provinces. If the Bosnians had taken kindly to the Austrians, it would have been difficult to terminate an ‘occupation’ which was found so agreeable; and now that, on the contrary, resistance is made, Austria will annex the provinces for that reason. Pennsylvania is much worried about the supposed unauthorized issue of 100,000 of state bonds. After the well-established man- ner of experts in the matter of consolation, we bid her take comfort in the thougnt that sie is not nearly as bad off as her sister Missouri. in whose treasury a deficiency of some $500,000 has been discovered. If the truth is always brought to light by the ¢lash of conflicting opinions, the results of the monetary conference ought to be valuable. The views of its delegates as indicated by their speeches are pleasingly dissimilar. Tais variety of opinion, while it no doubt gives spice to the discussions of the conference, is an indication that it will be difficult to reach aby agreement of importance to which all the uations represented will assent.
