The so- Cialists, though they have polled a large popu- lar vote, have sustained serious losses in the matter of representation. The combinations formed against them have been notably suc- ces: ful, and the other parties have also larg increased their popular vote. The entire topula icon of Germany qualified to appear at the polls has turned out with remarkable una- himity. The conservatives have made large gains. Out of the 5°7 deputies in the last reichstax only 35 are named as belonging to ihis pa) ty ; 46 conservatives have already been chosen in the present elections, and there are 6 Cases in which second votes are necessary. These supplementary elections take place in districts where no candidate has received an absolute majority and only the two candi- dates that stood at the top of the poll com- pete. The results of the second ballots, where So many representatives are involved, are of Sreat importance in determining the relative Strength of the numerous political parties that divide t! e serman vote; and in this ease the Standing of the National Liberals cannot be determined until the supplementary elections are he'd. Itis probable that their representa- tor will be reduced, but that the various lib- eral elements in the parliament will still ag- fregate a larger vote than any other faction. Their lead will not, however, be so great that # combination of the conservatives and ultra- montanes cannot control the reichstag. Bis- marek seems to be aiming at the union sug- gested. but it is not easy to believe that a sat- isfactory arrangement between such une genial eiements can be effected. A member of the Potter committee is repre- Sented by the Washington correspondent of a western newspaper as saying that enough has already been brought out by that body to “warrant the impeachment of President Hayes, and that there will be no trouble on that score, as the democrats will have a ma- jority of the Senate after the 4th of March hext.’ This statesman overlooks the possi- bility that there may not be a democratic House after the 4th of March next, to present the articles of impeachment, and that, even if there should de, ittakes a vote of two-thirds the Senate to adopt them. It cannot be that expects so large a majority as this in that -ly, by that time, or that enongh republicans vote with the democrats to make in.- peachment possible. If he does,—well, all we hve to say is, that he is just the sort of a fel- 4 -y for that committee. Ps ! ¥ carney, now that he is east, should, in con- lity with his views as to the treatment of d monopolists,” organize an expedition #-a-nst George Clarke, of Otsego county, New \ ck, who owns between 41,00) and 5),00> ac.es of land in that section. This ground has ben leased in farms of about 20 acres each, a | the landlord has had a peck of trouble Wi h his tenants, who have banded themselves in a secret society. He cliims that in eight years he has lost 270,00 by the burning of buildings on his farms. The leases made by he tenants with Mr. Clarke's father are now expiring, and he proposes to increase the rent, which under the former arrangement was at the rate of 12'; centsanacre. This is evident- ly a case requiring the vigorons intervention of Mr. Kearney. ——___- 0-2 -___ A leading and perhaps the most popular ho- tel in New York has reduced its rates from $5.00 to $1.00 per day, and announces a corres ponding reduction in the price of extras. Now, when is the Pullman palace car company go- ing to reduce its rates? A traveler fron Washington to New York bya night train, Who finds the occupancy of a whole section essential! to a good night's sleer, is compelled to pay,in addition to the regular rail rovd fare, as much for the nine hours use of a four by six compartment as it costs to have a 5; cious well furnished room in the hot referred to for twenty-four hours, or four square meals of the first-class, throwo in. The sleeping car charges have always been outrageously high, and now that the p of nearly everything else is being reduced, let there be a reduction there also. Now, that it is all o} tious that France is ¢ late doings at Berlin. which represents Fra which signed the treaty while four resorted to th the pigeon, vives a fair indication of pubhie opinion on the matter; and th> government itself is represented as b mood. Beaconsfield depre:ates auy bad feel- ing, and can “conceive no misfortune greater than the estrangement of France ;" but Franca is not conciliated, and wants Tunis or Rhodes and Seio. If the cession of either is obtainéd, Italy, the remaining * goose,” will beginagaia to rend the air with cries for more territory. France has been so thrifty with her dominions Feduced by the late war that she deserves a territorial reward. In spite of the 1033 of provinces and the expenses of military op: tions, she is ¢ *) richer than in 1 But it is feared that the other nations will not Jog at the matter in this light. r, there are indica- ywing wrathy at the The cutting simile one of two powers & yoose-quill, vulture, aad one to oper week, 60 cents per month, §1.75 | ly | ag in ao amiable | 935 Pennsylvania ave. The main point to be decided is the ratio between silver and gold. A choice between two would seem to be of- fered, the 1514 to 1 of the Latin Union, and the 15 to 1 of the American Union; but both ratios may be rejected, and an entirely new one may be adopted. The scope of the powers of the conference and extent to which other monetary matters shall be discussed, will be decided, doubtless, by that body itself after its meeting. Of course the discussions of the conference do not bind the nations repre. sented. If this were the case, a much smaller number of representatives than the congress is likely to contali would assemble at Paris. As it is, all the powers of first rate importance, except Germany, will be repre- ‘sSented.
