Bills will be presented in the Austrian an@ Hungarian legislatures on Thursday asking authority for the respective ministers of Dance to arrange the form in which the money voted by the delegations shall be raised. As to the motives for the step, the explanation is likely to be general, merely aiming to show that the government should be enabled to take those precautionary military measures, both the eastern and Southern frontiers, whic! inthe opinion of the ministers, cannot wi be much longer delayed. These precautionary Measures are likely to consist of concentra- tions in Transylvania, Croatia, and Dalmatia, covering the three frontiers exposed to Russia. or her allies. The proposed measures will not be on a very important scale. In Trans: lvania quatters for fifteen thousand men have beem ordered. The foices on the Servian and Mon- tenegrin frontiers will be smaller. The idea ol occupy ing Bosnia has quite retired into the backgrund, Count Zichy, the Austro- Hung: rian ambassador at Constantinople, has re- turned to that city, where pourparlers about the repatriation of refugees will be continued. Austen tendered his resignation, yesterday, as entry clerk in the custom house. Later in the day he asked rmission to withdraw it and was given 24 hours’ time to decide what course he would pursue, The action of the Treasury depart- ment in this case is renorted to be based upon testimony taken a few weeks ago, showiug that some of the entry clerks had been ac- cepting fees from merchants and brokers to hasten their entries. The opinion among cus- tom house officials is that other resignations will be asked for. Col. Austen says that he has not received any fees since the old cus- tom was abolished.—[N. ¥.
