TOE DEMOCRATIC COMMITTER. At the joint Democratic caucus held ten days 8go it was decided that no political step should be taken in cither House by individual members without theapproval of the jolut caucus Com- mittee. That Commmittee conslsts of Senators Wallace, Cockrelt, Eaton, Rausom, McDonald, and Joues of Florida, sndof Representatives Randall, Wood, Clark of Wisconsn, Jones of New Ilampshtre, ‘Lucker, Bauning, Morrison, and Reagan, The Committes met to-dsy and held an important scasfon relative to the Inves- tigation of the Presidential quustion. Everycffort Las been made to keep the resulta of this meet- {ng secret, but it is belfeved that the following isa substantlally correct statement of the pro- ceedings, Senator McDonald did not hesitato to declare lis position. He took the ground that 1t 'WOULD DX UNCONSTITUTIONAL for ConZrcss to set un foot an fuvestigaticn desigoed to overrule tho Elcctorat Commis- slou, no matter what the nature of the recent pretended discoverles In Florids or elsewhero might be. ‘e question had been settled fn o Counstitutiopal mauner by the Electoral Com- tmissiin, and Yhat whs the end of it. Another Senator tovk the position that the Hena- torful members of this Commission should uot be msked to take any part In this discussiong for the reason that If ft Is® fact, as alleged by the Democrats, that Presldent Haves possesscd izuilty knowledge of fruuds in advance of his {nauguration, and that kuowledge was mnads to appear, it would be the duty of the House to impeach the President, and Benators would have to sit in judgment s a court, cousequently 1T WOULD NOT BE WISE AND PROFER for them now to discuss the yuestion. To that the asnswer was made by the Benators and wembers of this Commities that thoy represent the people, and the Dewocratls party; that the contingencivs of fmpeachtuent were s remote, 80 improbable, 0 alimost lmpossible that their duty to the people required thew to act. Montgumery Bilalr could not have obtatned much comfort from this meeting. Tho ques- tion was asked of several members who repro- sent commerclal commuoltles, or who live near such communities, whether [t was truo that if an attempt was wade tounseat Hayes, it would bave a serious effect on the business interests of tho country, Dlair, it will be remembered, clalmed Jt would have no more luflucuce than toput out o Polles Justice. Several Sanators und Representatives replied that such o move- weut would bave AN XXTREMELY INJURIOUS EPFECT: that 1t would unscttle upinton, creuts confusion and chaos, and greatly disturd trade, Tue next point ralsed was whether it would be wise o politle to unscat Haycs. Upon this sub- Ject there was no discussion. At tirst thero wers two or three who were disposed to insist upon such a policy, hut at the cud thers was au entire unanimity of opinion that such a course would be unwise, and that fu polnt of fact Haves was the best man that the Democracy could Lave fn the White House, and 1t would be BAD POl DEMOCKATIO PROSPECTS to have him removed, ‘The question was then raised, What shall be donct The opinion was expressed that It would be to thu aevantago of the Democratic party, and the duty ol that party to tav country, to exposu these pretended trauds. Tuere wis an unauiwous agreeuient of the Committes to this effect, that the Judicleey Cummittes of the Houso should make this investigation. Speaker Randsll, who was said to have been opposcd to thia, agreed, sud Feruando Wood, who had left the cominities-room, was aleo ssid to favor it. ‘Lo deciston was that the fuvestizaton should be undertaken, ana prosecuted for the solv pur- pase ot exposlug these slivged frauds to the Awerlean peuple, aud to leave tho case there, ‘Lo form ol the rusolution agreed uovn by the Comnmittee is aoout this: Hleaoleed, That it fs the sense of this Committeo that it 1e proper that sn tanvestigation should be made futo the facta of the afleged fruucs in Florida snd Luuisiana a: the last Preaidential eleciion, and that the Judiciary Committue of the House bo re- quested tu tako such aclion as is neccssary to sccaro the investigation and expusuro of the fucts. ‘Chis request wili be 1nadu to the Judiclury Comuualttee, and that Comumittee fu its own way will BEPORT IT8 OPINION to the House, The Exccutive Caucus Comunlttee also con- sidered she questiou whether this luvestizatfon should be couducted by pecial comwlttee or by u jolut comittee, and came to the couclu. sivuthat, if & juwt or sclect commitice should be ralved, the cliarve would be made that ft was pacded, but if the Judiclary Comuittee, wilcls was uppaluted elrbt wontbs 3go, audis cumposed of tny ableat aud most lwpurtial luwyers of the House of both purtics, §s desixuated for this gurpm, uo charges of this cluracier can be rougit. C., May 8.—The first direct attempl was made to-night to kill the Taril bill, and it fafled. Conger, of Michigan, who has led the opposition to the bli), enlesvored to eccure the adoption of a resolution fnstructing the Committce of the Whole, whers tha bitl is now, to report the oill to the House with tho enacting clause stricken out. This {s the parlintnentary phrase for killiog the bill. The Speaker ruled that Conger could mot ba recognized for that motion, as ti floor had already been ylelded to Fernando Wood. The only motion then o order, designed to defeat the bill, was ons to limit the debate. Accord- ingly Conger moved to limit the debate to two hours. The motlon was defeated by a vote of 107 yeas to 137 nays. Therc was obposition to this motlon even on the part of those who are « opposed to the biil, for the rcason that the members of the Ways and Means Committeo who have prepared speechos hava not spoken, and that committee etiquettoand agreement re- quired that even Kelley should voto againat this two hours limitation. Had it oot been for this opposition it secmed probable that the motlon to strike out the coacting clause would have theun prevatled. Asitis, Judge Kelley to-night is confident that the gencral debate will bo closed upon the bill to-morrow afternoon, and that It never will be consjdered by sections, but will be immediately defcated. Fernando Wood evidently d . * HAS LOST CONPIDENCE in the ultimate passage of tho bill, and, as o last resort, will evideutly endeavor to securon postponement of the conslderation of tho LIl unttl next session. The presenc indicationsare, however, that the bill will be absolutely e- feated. In wny event, the majority elther will bu small, ‘Tucker, of Virginia, madclanetaborate consti- tutlonal argument in support of the bill. Fpecial Diapaich to Ths Tribune, WasninaToy, May 8.—The dispaiches rel- ative to the :Cincionatl Whisky Ringe have created Intense excitement in that clty. Private dispatches from there recelved hicre to-night say that the Whisky Ring has declared war sgainst the men and newspapers that have exposed their crookedness. The dispatehes of Suuday night, which] outlined some of the dctails by means of which the Ring was trapped, scems to have especially excited all of the crooked crowd, It Is even reported that some of the Rinir are eo indigoant that they propose tocom- mence proceedings for Hbel against the news- papers and men who have asslsted n exposing the Riog. THEIR DESPERATION Is evident from thls allegatios, as, for reasons which the Government authorities best kuow, the name of no member of the Ring has been publisned, at least in these dispatehes, and ¢ i3 difficuit to eco how a Whisky Ring canbell beled as o class.
