HOUSE.—After our report closed— Mr. Springer having made the point of order that the silver bill must first go to the commit tee on the whole, and a long debate ensuing, the Speaker decided against the right of a single member to thus obstruct legislation. Mr. Cox (N.Y.) appealed from the decisio! 5 and the appeal was laid on the table by a vote Mr. Stephens moved to concur in the Senate amendments, and Mr. Hewitt N.Y.) moved to lay the bill and amendments on the tabie, but the Speaker decided that Mr. Stephens had not yielded the floor for that purpose. Mr. Stephens, having an hour to close the debate on his motion, divided the time among members anxious to speak, and rapid expressions of opinion were made by at least thirty or forty. Benton. late treasurer of the Merchant's Trust and Loan Company of St. Louis, was put upon his trial yesterday for embezzlement and larceny of $20,000. He was permitted to withdraw his plea of not guilty and substitute a plea of non vult contendere as to the embezzlement, and a nolle prosequi was entered as to the lareeny.
