CONGRES The Postmaster General has notified the See- retary of State of the appointment of Judge Tyner, First Assistant P.M. G.,and Mr. Black- fan, superintendent of the railway mail ser- vi s the representatives of the Post Office department at the Paris international postal congress. Among the questions to be dis- cussed which will be of especial interest to the United States is that of transit. By the treaty of Berne th it of mail from New York to ‘as excepted from the regula- tions fixing compensation for such labor, and on account of the length and expense of this transit the United States was permitted to make terms with the other countries which would in a measure reimburse her for the out- lay incurred. It is probable that an effort will be made at the coming congressto bring about uniformity in the transit compensation. Tue S. P. RATLLROADS.—Ex-Goy. Brown, of Tennessee, made an argument before the Sen- ate committee on railroads to-day in behalf of the Texas Pacific railroad. Mr. Huntingdon also argued in favor of the Southern Pacific road. THE REPORTS FROM Panis to Commissioner General McCormick are very encouraging. The loading of the Supply at New York and of the Constution at Philadelphia, is progr ing rapidly, and it is expected that they will be filled by Baturday evening. The Wyoming, now at Norfolk, wifl be here on the first of March to receive the agricultural products for the exposition, and on the Sth of March she will sail for New York, where she will receive the exhibit of pictures. COMPLAINTS are reaching the P.O. depart- ment that at many post offices rubber mark- ing and canceling stamps are being used, in- stead of the iron or steel stamps furnished by the department. While these stamps make distinct and readable impressions, there is a great objection te their use for the reason that the ink used is of such a nature that it is easil; washed off, id the stamps can be reused without any difficulty.
