The ventilation of public sewers so that they may become innocuous to citizens is an im- portant and responsible duty of muni- cipal authorities. The influx of a large antity of water in the pipe, causes the di placement of considerable sewer gas which is uot immediately absorbed. At such times the outlets of the sewer are generally choked up with water, and no eseape for the gas ean be found in that direction. In these eireum- stances the effect of the rain spouts is to add more water without carrying off the gas, since the downward current pre nts its escape. Thus, pressed out of the pipe by the influx of | water. and denied any other egress the gas enters our houses and poisons the atmosphere. When they most need them, these spout vents do not fulfil the office fer which they are designed. At other times, through defective workmanship, they are liable to give eseape to gas close to the windows of sleeping rooms. or, even when they are sound, the gas issuing from the openings at the top of the spout finds attic rooms in which to enter. This system then not only at times helps to send back to each house the noxious gas that took its origin there, but, far worse, it “ mixes up in its underground Jaboratory all that is vilest from all sorts of sources of contagion, and diffuses the foul mixtures at random, contaminating with dis ease whole districts which would be otherwise unvisited by eontagion, and polluting the homes of ihe most cleanly of its population with emanations of the vilestsort. It adds to the necessary exposure of the street car, the school reom, and the theater the retined and ingenious device of innoculating disease by delivering the concentrated gases of a thous and privies and sinks, by metallic tubes open- ing under the chamber windows of such of ow! population as are unfortunate enough to be obliged to sleep in an attie.” ———~<ce—_____ The silver bill has passed the House with the Senate amendments by much more than a two-thirds majority. As fast as possible the national debt should be converted into a popular loan, in bonds of small amount, so that they can be taken up by people of small means.
