Average sworn Daily Circulation over 17,500- Leing more than three times that of any other daily paper in Washington, and more than that of all the others added together. 5 The Relations of the District to the & Government. We give space elsewhere in full to the report of the Improvements Committee of the Citizens’ Committee of One Hundred, because of the conelusive force of the array Of facts presented, and because of the im- portance to District interests that this com- pact, logical, and statistical showing of the relations between the General Government and the District of Columbia should have wide and prompt publication. We trust it will receive thougbful attention from mem- bers of Congress. No doubt very many, if not most of them, will be surprised to see from this document how heavily the debtor side of the balance is against the government in its dealings with this District, over which Congress bas “exclusive” control It appears that the present site of the city of Washington embraces an area of 7,1 acres of ground. of which the lauds reserved by President Washington for the use of the government, and still heli by the United States, aggregate 5il acres. The government paid for the lands th selected the trivial sum of sixty-six dollars per acre, and the remainder of the lots were to be divided be- tween the Unite States and the proprieto h nited States for the considerat! ) acquired title to 5,653 acres, or nearly four fifths of the entire area of the city. The title of the government to these lands is so complete and absolute that it may, whenever so inclined, close aud occupy and even alienate any of the streets, and the owners of lots alfected thereby be without nh fell redress. Even the moiety of lots wi to the proprietors in the division of th due above referred to was reco’ them subject to such regulations as migh prescribed by the F ent, regard not only to the improvements of the streets bat also as to the “materials and manner” of buildings to be erected thereon The plan of the eity, as approve’ by Wash- ington, 's on a scale of unprecedented mag- nificence, with streets from 9) to 16) feet in width, covering more than half its area, aud at the period of its foundation, years thereafter. An examination of the comparative expen- ditures by the loca! and federal govern ments in this District for streets, sewers, and other improvements for the common benefit, shows that while the appropriations of the general government for these objects up to the pres. ent time do not exceed $6,00,000, the District government has expended for these purposes Bot less than $35,000,000, which sum is repre- sented by a debt of about $21,000,000, and the balance of $12,000,000 has been furnished In cash by the tax-payers of this District. Fur- ther, it appears that these expenditures by the local government, except $9,000.000 ex- pended prior to 1571, were made, and €15,000,- 000 of this debt contracted by agents of the United States, over whom the citizens of the District had no control what- ever, and for whose acts, therefore, they are in no manner responsible.
