By a praciically unanimous vote the free comnage section of the bill was stricken out, but no substitute for it will be acted upon until the next meeting of the com- mittee. THE ARMY APPROPRIATION BILL, which passed the House yesterday, limits the army of the United States to 20,000 men, nearly one-fourth of which (four full regiments of cavalry) are to be employed in guarding the Rio Grande frontier.
